Thomas Christoff, Ph.D.

Tom Christoff, Ph.D., is an expert in a variety of topics including use of force, mental health crisis response, employee information systems, and data systems. As part of his work with CNA, Christoff is the associate monitor for the data collection, analysis, and management section for the Chicago Consent Decree. Christoff's recent research topics include developing comprehensive systems for auditing the areas mentioned above, including incorporating best practices and sound methodology to ensure reliable and actionable findings. In addition to his work with CNA, Christoff also serves on the monitoring team for a settlement agreement between the Department of Justice and Portland, OR. He has a Ph.D. in criminology, law, and justice from the University of Illinois at Chicago.
