Shelby Hickman, Ph.D.
Research Scientist


Dr. Shelby Hickman is an expert in human trafficking, evaluation of justice system reform efforts, and developing and implementing training and technical assistance for law enforcement agencies and their partners. She serves as a research analyst in CNA's Center for Research and Innovation. Prior to joining CNA, Hickman was a research scientist with Child Trends where she led every stage of mixed methods research projects, including quasi-experimental evaluations of juvenile justice reforms. Hickman has a PhD in criminology and criminal justice from the University of Maryland and M.A. in public health from The George Washington University. She is fluent in Spanish and Brazilian Portuguese.
