Donald A. Birchler
Senior Research Scientist
Donald Birchler is an expert in Navy training and shore manpower requirements analysis. In 2001 he worked as the field representative to Command Task Force 72/57 in Atsugi, Japan where he was awarded the Navy League's Rear Admiral Parson Award for Scientific and Technical Progress for his work on anti submarine warfare mission readiness. Upon his return in 2003, Birchler worked as the Scientific Analyst to OPNAV N81 where he worked on a variety of issues ranging from medical care to airwing surge capabilities. Birchler also has expertise in acquisition cost analysis and has published papers in the Defense Acquisition Review and Defense AT&L Journal.
Prior to joining CNA, Birchler worked at the Joint Warfare Analysis Center as the Eastern European analyst during the Kosovo crisis.
Birchler holds a Ph.D. in Agricultural and Resource Economics, a M.S. in Economics, and a B.S. in Business from The Ohio State University.
