Navy Shore Infrastructure Investment Support

This paper describes the development process that CNA used to create a new methodology for the Navy to assess shore infrastructure readiness for support tasking, and it documents the design concepts for a shore facilities investment model. This model was developed as a programming tool for OPNAV N46 staff to adjust investment project profiles and funding levels to achieve desired performance output levels at the end of the current FYDP. The methodology involved creating measures of merit to quantify the current and future performance levels and a functional segmentation of the infrastructure to provide a greater understanding of shore support capabilities and shortfalls. The new technique required a method for indexing the measures of merit together in a consistent manner to provide the Navy with an ongoing readiness assessment number. It also required the creation of a baseline year infrastructure inventory assessment to use as the starting point for analyzing future year impact of current shore investment funding profiles. During this assessment, CNA examined common practices and policies that law enforcement agencies use within their field training, such as the qualifications an officer must have to become an FTO, and we assessed the quality and effectiveness of communication between trainers and trainees. In this resource, we identify several considerations and recommendations for agencies to develop, implement, and sustain their FTO programs with regards to recruiting FTOs and retaining those who demonstrate the ability to be successful and impactful trainers.

In the last five years, two international arbitrations have resolved decades-old maritime boundary disputes in the Bay of Bengal. The first, between Bangladesh and Myanmar, was resolved in March 2012 by the International Tribunal for the Law of the Sea (ITLOS). The second, between Bangladesh and India, was resolved in 2014 by a tribunal of the Permanent Court of Arbitration (PCA) in The Hague. An earlier CNA study analyzed the Bangladesh v. Myanmar case and its implications for future maritime disputes. This study follows that up with an overview of the Bangladesh v. Preparing for future threats is a vital concern for US strategists. Innovation is one way to confront the threats we may face in the future, but achieving innovation presents organizational, cultural, decisionmaking, and technological challenges. To help strategists and policy-makers navigate these obstacles, CNA’s National Security Seminar (NSS) convened three experts to share their perspectives from their service at different offices within the Pentagon: General James T. Conway (US Marine Corps, ret.), the 34th Commandant of the Marine Corps; Dr. Jamie M. Morin, former Director of Cost Assessment and Program Evaluation (CAPE) at the Department of Defense; and Dr. Francis G. Hoffman, Distinguished Research Fellow at National Defense University, who was instrumental in authoring the 2018 National Defense Strategy (NDS). The discussion, moderated by CNA’s Dr. Carter Malkasian, was divided into two parts: the first identified obstacles to innovation, and the second looked at how to overcome those obstacles.
