Historical Paper Series: Considerations for US Naval and Military Strategy

In its Historical Paper Series, CNA highlights works not previously released to the public that may be of use to current researchers and policymakers. Peter Swartz, a renowned naval strategist and former Navy captain, authored or led the writing of these papers between 1996 and 2016.

Swartz served for 26 years as a Navy officer, primarily in the areas of strategy, plans and policy. He then spent nearly three decades on the research staff at CNA, where he directed the Strategy and Policy Analysis program. In 2020, the Naval Historical Foundation awarded Swartz the prestigious Commodore Dudley W. Knox Medal for lifetime achievement in naval history.

We have been so fortunate to have Peter on our team for nearly three decades, and we are absolutely thrilled to see his contributions recognized by the historical foundation.
