Biographies

Mark Rosen is CNA’s Senior Vice President and General Counsel and an expert in maritime law and policy, maritime arms control, the Arctic and regulation of the global commons, international law and treaties, the law of armed conflict and homeland security. Rosen is a retired Navy captain who served with the Navy Judge Advocate General's Corps as an international law attorney and military planner.

Cara Thuringer is a research specialist at CNA with expertise in environmental analysis, water resource management, climate change studies, and communications. She supports CNA’s Military Advisory Board (MAB), an elite group of retired military flag officers, as they investigate the national security implications of: global transition of advanced energy; changing water stress and its influence on conflict; and decreasing Arctic Sea ice due to climate change.
