Tom Woodmansee

Tom Woodmansee has over 30 years of experience in policing and criminal justice training, technical assistance, and research. He has worked with hundreds of police agencies around the country on violent crime reduction strategies, strategic planning, organizational transformation, problem-oriented policing, and community collaboration.

Woodmansee has served as a CNA subject matter expert for several Bureau of Justice Assistance projects, including the Body-Worn Camera Policy and Implementation Program, the Smart Policing Initiative, Project Safe Neighborhoods, and the Public Safety Partnership program, where he served as the Strategic Site Liaison for both Miami and Kansas City, Missouri. He was one of two subject matter experts to conduct training on strategic planning for the 93 US Attorneys’ offices. Woodmansee has conducted over 100 presentations on prolific violent offender and deterrence approaches.

Prior to joining CNA, Woodmansee served for 25 years as a police officer in Madison, Wisconsin. His senior roles there included commander of the Gang Unit and Crime Analysis Unit, Police Academy director, lieutenant of training, and SWAT commander. He has conducted training for local, state, national, and international police organizations on use of force, domestic violence dynamics and investigations, interviewing, investigative functions background investigations (with the FBI), and focused deterrence.
