- On June 24, 2020, CNA’s Strategy and Policy Analysis program hosted an on-the-record virtual event about Diego Garcia to discuss how developments in sovereignty politics could affect US and allied military basing rights around the world in an era of great power competition. The event featured Mauritius’ Permanent Representative to the United Nations, Ambassador Jagdish Koonjul, CNA’s vice president and general counsel, Mark Rosen, and CNA’s Strategy and Policy Analysis research program director, Nilanthi Samaranayake. Ambassador Koonjul read a prepared statement expressing Mauritius’ readiness to permit the US military to maintain its base on Diego Garcia if the Chagos archipelago returns to Mauritian administration. The speakers gave an overview of the current legal and diplomatic situation surrounding the Chagos archipelago and explored whether the US would or should maintain its current position in support of the United Kingdom. They also discussed the challenges and opportunities for future US cooperation with Mauritius in the Chagos archipelago.

- In this paper we discuss the application of wargames to systems thinking (ST) models, and ST to wargames. We want to explore how models of political, social, and cultural processes can be helpful to those designing, conducting, and playing in national security related decision-making games, as well as examine how games can be used to enhance or construct ST models. In recent years there has been an increasing demand for tools that will allow operational and theater-level commanders to understand the human effects of their actions. Commanders routinely engage in actions designed to influence or affect behavior, and the results of those actions are often hard to measure (and even harder to predict). Without effective measures of success, it becomes difficult to assign a value to the various operational options, which complicates decisions about resource, attention, and policy trade-offs. Attempts have been made in the past by CNA and others to quantify the effects of engagement or other influence operations, with mixed success.

- Improving US India Cooperation in Indian Ocean

- The CNA Corporation conducted this study to determine how the United States can best deepen coordination with India on humanitar- ian assistance and disaster relief (HA/DR) in the Indian Ocean. This study builds on the findings of a 2012 CNA Corporation study, U.S.- India Security Burden-Sharing?, which identified HA/DR as a functional area in which the United States could advance naval relations with India. This is due to the frequency with which natural disasters strike the region, especially the Bay of Bengal, and, for India, the relative domestic political palatability of working with the United States in the aftermath of natural disasters. The United States is increasingly looking to India to contribute to se- curity in the Indian Ocean. Deepening U.S.-Indian economic con- nections, shared democratic identities, declining U.S. defense budgets, and the rise of China have drawn the United States closer to India as a security partner in the region.

- This paper describes the development process that CNA used to create a new methodology for the Navy to assess shore infrastructure readiness for support tasking, and it documents the design concepts for a shore facilities investment model. This model was developed as a programming tool for OPNAV N46 staff to adjust investment project profiles and funding levels to achieve desired performance output levels at the end of the current FYDP. The methodology involved creating measures of merit to quantify the current and future performance levels and a functional segmentation of the infrastructure to provide a greater understanding of shore support capabilities and shortfalls. The new technique required a method for indexing the measures of merit together in a consistent manner to provide the Navy with an ongoing readiness assessment number. It also required the creation of a baseline year infrastructure inventory assessment to use as the starting point for analyzing future year impact of current shore investment funding profiles. We developed a process to quantify the projected impact of proposed military construction and special projects upon the measures of merit.

She also conducts research in the field in support of exercises, including recently embarking on USS Theodore Roosevelt during the Navy’s first carrier deployment to the Gulf of Alaska in over a decade for Northern Edge, and embedding with the expeditionary unit of Explosive Ordnance Disposal Group One on Adak, AK for the Arctic Expeditionary Capabilities Exercise.
