- From FY99 through FY08, roughly 70,000 non-prior-service (NPS) non-citizens accessed into the active-duty enlisted military, represent- ing about 4 percent of all NPS accessions.3 Although they currently represent only a small share of enlisted NPS accessions, non-citizens are a valuable enlisted recruiting resource, especially as the U.S. econ- omy improves and the military enters a more difficult recruiting envi- ronment. Non-citizens also may be a source of greater diversity among recruits, both in terms of diversity in the traditional sense (race, ethnicity, and gender) and in terms of diversity of skills that are of strategic interest to the U.S. military. Indeed, the Quadrennial Defense Review emphasizes DOD’s increasing desire to recruit people with specific critical skills.

- Wargaming, in what may be called its modern form, has been around for well over 200 years. Systems thinking and its more complex variant, systems dynamics, have been prominent techniques in management science since the late 1950s. This paper explores the connections between these two powerful tools. It addresses the questions of how wargaming can support those who develop and use systems models, and how such systems models can, in turn, help those who design, control, and play in wargames. These subjects are especially timely because today’s theater commanders and their staffs are challenged to conduct—and assess the effectiveness of—“influence operations.” The nature of these sorts of operations is always changing, and measures of their effectiveness are at best controversial and at worst, non-existent. - In this paper, we identify the inventory of alternative sea manning initiatives an d experiments that the Navy has been exploring. We present the evidence regarding how these initiatives work in practice and their relative impact on Sailors in terms of such factors as professional training, turnaround ratios (TARs), and retention. We take a critical look at various initiatives in terms of cost feasibility, the availability of shore billets to support these new manning approaches, the expected impact on sea / shore rotation, and other potential costs and consequences. We collected information on altern ative sea manning initiatives and experiments from existing Navy documents, Navy-sponsored research, and other government reports. We also conducted a series of interviews with key informants in the following commands: the Strategic Planning and Analysis Directorate (N1Z) in the Office of Deputy Chief of Naval Operations (Manpower and Personnel), the Enlisted Distribution Division (PERS-40), the Navy Manpower Analysis Center, the Surface Warfare Directorate (N76), Fleet Forces Command (FFC), Commander Naval Surface Forces Atlantic (CNSL), Commander Naval Surface Forces (CNSF), and the Center for Surface Combat Systems, Dahlgren, Virginia.
