- It is through this analytical prism that 11 retired Generals and Admirals came together in 2007, under the moniker of CNA’s Military Advisory Board, to examine the security implications of climate change. Their landmark report, National Security and the Threat of Climate Change, was the first time that such an elite body of military leaders expressed their concern over the security implications of climate change. Now, seven years later, the Military Advisory Board has gathered again to re-examine the nexus of projected climate change and national security. This update reflects their decades of experience as risk managers and geopolitical security experts. With the foundation of CNA’s established analytical prowess, the report deserves strong attention from not only the security community, but also from the entire government and the American public. The update serves as a bipartisan call to action. It makes a compelling case that climate change is no longer a future threat—it is taking place now. It observes that climate change serves as a catalyst of conflict in vulnerable parts of the world, and that projected changes in global migration patterns will make the challenges even more severe. It identifies threats to elements of National Power here at home, particularly those associated with our infrastructure and our ability to maintain military readiness. The update makes clear that actions to build resilience against the projected impacts of climate change are required today. We no longer have the option to wait and see. We applaud this group of American patriots for this important update. We commend its reading in full and its recommendations to the Administration, to Congress, and to the American people.

- This report addresses the major security issues associated with the Bay of Bengal. In this 838,600 square mile area, security threats to numerous countries, including the United States, range from disputes over exclusive economic zones to terrorism, piracy, poaching, overfishing, and trafficking of humans, arms, and narcotics. A review of the full spectrum of threats in the Bay of Bengal reveals two dominant security challenges: nascent China-India competition and the likelihood of a natural disaster. This report explores these issues in order to assess U.S. policy options for addressing each of them. It concludes by recommending ways to manage the potential for China-India strategic rivalry and to mitigate the damage of an environmental catastrophe. This is one in a series of five reports on each of the major maritime basins found along the greater Asian littoral that runs from the Sea of Japan in the east to the Arabian Sea in the west. This “long littoral” is the subject of a CNA project of the same name under the direction of CNA Senior Fellow RADM (ret.) Michael A. McDevitt. The Long Littoral project examines the five great maritime basins of the IndoPacific—the Sea of Japan, the East China and Yellow seas, the South China Sea, the Bay of Bengal and the Arabian Sea—in order to provide a different perspective, namely a maritime viewpoint, on security issues that the United States’ “rebalance” strategy must address as it focuses on the Indo-Pacific littoral. The project also aims to identify issues that may be common to more than one basin, but involve different players in different regions, with the idea that solutions possible in one maritime basin may be applicable in others.

- Since diplomatic ties between China and Iran were established in 1971, the two countries have developed complex political, economic, and military relations. China has provided much-needed trade and investment to Iran, and as Iran has become increasingly isolated, China has gradually become the dominant external player in Iran’s economy. Chinese companies have played a particularly important role in developing Iran’s energy sector through oil purchases and major investments in resource extraction and infrastructure.
