Diagnosing the Boko Haram Conflict

The intent of this report is to provide the appropriate type of information—at the appropriate level of granularity—in order to inform U.S. government efforts to develop more effective approaches to countering Boko Haram. The goal is to help U.S. planners and decision-makers understand the conflict as an interconnected system and, eventually, to develop targeted, conflict-sensitive strategies for assisting the Nigerian government. Specifically, this report seeks to diagnose and dissect the conflict by identifying relevant political, economic, social, and security factors at work in northeast Nigeria, by analyzing how key actors mobilize grievances and institutional resiliencies to drive or mitigate conflict, and by forecasting how conflict dynamics might evolve in the future.

Since diplomatic ties between China and Iran were established in 1971, the two countries have developed complex political, economic, and military relations. China has provided much-needed trade and investment to Iran, and as Iran has become increasingly isolated, China has gradually become the dominant external player in Iran’s economy. Chinese companies have played a particularly important role in developing Iran’s energy sector through oil purchases and major investments in resource extraction and infrastructure. Though China rarely trumpets its relationship with Iran, it maintains strong political ties with Tehran, and since the 1980s it has helped strengthen the country’s military with arms sales and military exchanges.

Exploring the India China Relationship

China and India have interacted with one another for thousands of years, especially in the areas of trade and religion. For centuries, however, the scope of their interaction was limited by the barrier of the Himalayan Mountains. When each country established a new government—India in 1947 and China in 1949—the relationship began to shift, and the two countries established formal diplomatic relations in 1950. The same year, China invaded Tibet, thus eliminating the geographic buffer between China and India. The China-India relationship was further altered in 1962, when Indian troops moved to assert Indian territorial rights along the disputed Himalayan border with China. In response, China launched a counter-offensive and pushed the Indian troops back from the border. The People’s Liberation Army (PLA) moved into India’s northeastern state of Arunachal Pradesh and part of Kashmir, killing 3,000 Indian troops. Since this clash, China and India have maintained the world’s longest unresolved border dispute.

China in Anti Piracy in Horn of Africa

In December 2008, the navy of the People’s Republic of China (People’s Liberation Army Navy, or PLAN) deployed a task force, made up of two guided missile destroyers and a supply ship, to participate in international anti- piracy operations off the coast of Somalia, in the Gulf of Aden/Horn of Africa (HoA) region. This deployment marked the first time in modern history that China's navy has engaged in an operational mission outside of its claimed territorial waters. The PLAN’s participation in international anti-piracy operations has been viewed by many in the United States and elsewhere as an indication of China’s apparent willingness to take on a larger military role on the global stage. On March 20, 2009, CNA China Studies hosted a half-day conference to discuss China’s anti-piracy activities. Bringing together U.S. officials, analysts, and active-duty military personnel, the conference examined the reasons that piracy has become a problem in the Gulf of Aden/HoA region; the drivers for China’s unprecedented naval participation in international anti-piracy efforts; the implications that this participation has for China’s navy; and the potential implications that it has for the United States. This report first outlines four major themes discussed throughout the conference. It then turns to a more detailed discussion of each of the conference’s three panels.
