On August 21, 2019, CNA’s Strategy and Policy Analysis program hosted an on-the-record event to discuss how recent developments in sovereignty politics could affect US military basing rights around the world, particularly in Greenland and Diego Garcia. Both territories host important US bases but are subject to sovereignty disputes. The event featured CNA senior vice president Mr. Mark Rosen, CNA analyst Dr. Steven Wills, and Ms. Rachel Ellehuus, deputy director of the Center for Strategic and International Studies’ Europe program. Ms. Nilanthi Samaranayake, director of CNA’s Strategy and Policy Analysis program, moderated the conversation. Panelists appraised recent developments with Greenland and Diego Garcia in their historical perspective, as well as the strategic and operational advantages of US access to the two locations. Discussants agreed that the US approach to basing could benefit from both a greater appreciation of long-term strategic needs and a more concerted effort to make US bases acceptable to local populations and their governments.

CNA conducts analysis for the U.S. Navy, the Department of Defense (DOD), and other sponsors, ranging across policy, strategy, organizational processes, technical performance of military systems, and current operations. Because of the expected impact of autonomy and artificial intelligence (AI) to the character of warfare, CNA has created a Center for Autonomy and Artificial Intelligence to focus on these emerging technologies and their significant role in U.S. defense policy and all the military services. The Center combines CNA’s strengths and experience in conducting objective analysis of U.S. military operations with focused expertise in autonomy and other aspects of AI. This report, the first created by the new Center, takes lessons and insights from CNA’s body of work for the Navy and the joint force, including CNA’s field program of embedded analysts in military commands around the world. Though much of the emerging technology examined in this report is new, the approach of applying lessons from U.S. operations and institutional processes to key challenges in leveraging autonomy and AI continues CNA’S applied research paradigm of exploring many opportunities to resolve or work around challenges that have been seen before. The aim of this report is to anticipate challenges of “Third Offset” implementation based on past lessons, and then provide concrete recommendations for promoting the effective incorporation of autonomy, AI, and related technologies in U.S. military operations. This report discusses making autonomy and AI militarily effective from an acquisition and technology perspective, and how to pursue these capabilities in ways that are consistent with long-standing U.S. values and that promote broader U.S. national interests.

On April 30, 2020, CNA’s Strategy and Policy Analysis (SPA) program hosted an on-the-record virtual event to analyze great power competition (GPC) as a concept for US national strategy and defense planning and for what it means to compete as US policy evolves. The discussion was motivated by CNA’s recent publication Great Power Relations: What Makes Powers Great and Why Do They Compete? The event, built on themes from our report, explored the implicit theoretical assumptions on which GPC is based, the strategic implications of what it means to be a great power, and the role of cooperation with competitors even in an era of GPC. On June 24, 2020, CNA’s Strategy and Policy Analysis program hosted an on-the-record virtual event about Diego Garcia to discuss how developments in sovereignty politics could affect US and allied military basing rights around the world in an era of great power competition. The event featured Mauritius’ Permanent Representative to the United Nations, Ambassador Jagdish Koonjul, CNA’s vice president and general counsel, Mark Rosen, and CNA’s Strategy and Policy Analysis research program director, Nilanthi Samaranayake. Ambassador Koonjul read a prepared statement expressing Mauritius’ readiness to permit the US military to maintain its base on Diego Garcia if the Chagos archipelago returns to Mauritian administration.
