Both China and the United States, have created separate parts of their military dedicated to space. Commercial, scientific, and military endeavors in space are all intimately linked, and one must understand how they are viewed to better understand how a nation might proceed in one or all of those fields. In accordance with our charter to support the Secretary of the Air Force, the Chief of Staff of the Air Force, the Chief of Space Operations, and other DoD and U.S. government leaders, the China Aerospace Studies Institute designed it’s 2020 CASI Conference around China’s space activities. Al Qaeda Core A Case Study

Section 1228 of the 2015 National Defense Authorization Act (NDAA) states: “The Secretary of Defense, in coordination with the Secretary of State and the Director of National Intelligence, shall provide for the conduct of an independent assessment of the effectiveness of the United States’ efforts to disrupt, dismantle, and defeat Al- Qaeda, including its affiliated groups, associated groups, and adherents since September 11, 2001.” The Assistant Secretary of Defense for Special Operations/Low Intensity Conflict (ASD (SO/LIC)) asked CNA to conduct this independent assessment, which was completed in August 2017. In order to conduct this assessment, CNA used a comparative methodology that included eight case studies on groups affiliated or associated with Al-Qaeda. These case studies were then used as a dataset for cross-case comparison. This document is a stand-alone version of the Al-Qaeda “Core” case study used in the Independent Assessment. CNA is publishing each of the eight case studies separately for the convenience of analysts and others who may have a regional or functional focus that corresponds to a specific case study. This assessment, tasked by the United States Congress, was made by analysts in CNA’s Center for Strategic Studies. Dr. Jonathan Schroden led this work, and many CNA analysts con- tributed to the results. Their names are on the cover. In the first half of 2010, the CNA MAB reconvened to further consider the challenges and opportunities that America faces in order to transition to clean en- ergy technology (that is, low carbon energy technol- ogy), even as the United States and the world’s major economies begin to emerge from a great recession. Specifically, we examined how America’s national power could face significant future challenges due to the vulnerabilities of the nation’s current energy posture. Furthermore, we looked at the opportunities presented to the United States, relative to collabora- tors and competitors, by moving toward a clean en- ergy economy. We examined how the Department of Defense (DOD) could play a key role by altering its research and development enterprise to accelerate the development of innovative clean energy technologies. To this end, we were briefed by a number of talented speakers and experts, including current and former senior officials from DOD and the Department of Energy (DOE), current and former U.S. climate ne- gotiators, defense officials charged with incorporat- ing energy and climate change into national security strategy, active-duty military officers responsible for energy transformation, intelligence officials, private sector energy technology innovators, and specialists in the emerging clean energy economies of nations around the world. This report, which serves as a follow-on white paper to Powering America’s Defense, contains the findings and recommendations resulting from our deliberations.
