In its independent assessment of U.S. government efforts against Al-Qaeda that was mandated by Congress via the 2015 National Defense Authorization Act (NDAA), CNA concluded that the current U.S. strategy toward Al-Qaeda was unlikely to achieve its stated goals to disrupt, dismantle, and defeat the group. CNA recommended that the U.S. government should undertake a new review of its policy goals and overarching strategy against Al-Qaeda. This occasional paper presents three potential policy options for the U.S. government to consider, should it seek to undertake such a review. These options are retrenchment, escalation, and containment.

Navy Shore Infrastructure Investment Support

This paper describes the development process that CNA used to create a new methodology for the Navy to assess shore infrastructure readiness for support tasking, and it documents the design concepts for a shore facilities investment model. This model was developed as a programming tool for OPNAV N46 staff to adjust investment project profiles and funding levels to achieve desired performance output levels at the end of the current FYDP. The methodology involved creating measures of merit to quantify the current and future performance levels and a functional segmentation of the infrastructure to provide a greater understanding of shore support capabilities and shortfalls. The new technique required a method for indexing the measures of merit together in a consistent manner to provide the Navy with an ongoing readiness assessment number. It also required the creation of a baseline year infrastructure inventory assessment to use as the starting point for analyzing future year impact of current shore investment funding profiles. We developed a process to quantify the projected impact of proposed military construction and special projects upon the measures of merit.

Social Media Bots: Laws

While social media bots have the ability to greatly affect US national security and public discourse, the current landscape of US federal and state laws regulating such bots is limited. This study explores the challenges inherent to passing social media bot-related legislation and details current efforts to do so, including at the federal and state levels. It briefly explores the context in the European Union as well. This paper then discusses the dilemmas social media companies face as they think about effective bot policies and identifies the four main categories of policies through which the social media platforms regulate the use of bots on their sites. As they face evolving threats from bots, the social media companies will continue to adapt their policies accordingly, though it remains an open question whether and to what extent these companies should regulate themselves in the face of additional pressure from Congress and the public.

This primer is an effort to address a gap in knowledge about cryptocurrencies and the cryptocurrency ecosystem among the policymaking community and advance the understanding of cryptocurrencies and consideration of their national security implications. Cryptocurrencies are strictly digital currencies, are typically overseen by a decentralized peer-to-peer community, and are secured through cryptography. We use clear, non-technical language to describe complex concepts and demystify overly technical terms in order to explain the technical and economic aspects of cryptocurrency, why they are used, and the benefits and drawbacks to cryptocurrencies compared to conventional currencies—like the US dollar. We conclude by considering some cryptocurrency-related issues of which greater exploration would benefit US national security.

The organizational structure for emergency evacuation and response within Pinellas County is a well-developed collaboration between the county, 24 cities, law enforcement, fire services, and hundreds of community partners and agencies. For large-scale events or incidents, the primary agencies and partners form a Response Operations Coordination (ROC) group to discuss scenarios and operational concerns and to plan implementation and timing of emergency actions. In response to a hurricane, the ROC group holds an initial meeting once the county enters the three-day forecast cone, the anticipated path of the storm. The group then meets—in person or virtually—every six hours as new hurricane advisories are issued. The ROC also meets in the aftermath of a storm to promote information-sharing among all area partners.
