ROCP Officer and Reserve Personnel Readiness

During Operations Iraqi Freedom and Enduring Freedom, the Marine Corps had to augment active component (AC) officers to fill vacant platoon leader billets at activated Selected Marine Corps Reserve (SMCR) units. In 2006, the Reserve Officer Commissioning Program (ROCP) was created to recruit non-prior-service officers into the SMCR. This study looks at the performance of the ROCP candidates and their effect on SMCR personnel readiness. We find that ROCP candidates perform similarly to their AC counterparts and tend to affiliate with the SMCR beyond their initial obligations—particularly if they have active-duty (AD) experience. We also found a positive relationship between the presence of lieutenants at SMCR units and the retention of nonobligor enlisted Marines. We recommend that the Marine Corps explore opportunities to expand ROCP recruiting sources, provide ROCP officers with AD experience, and continue to monitor ROCP officers’ career development as the program matures.

Bangladesh vs India Positive Order in Public Sea

In the last five years, two international arbitrations have resolved decades-old maritime boundary disputes in the Bay of Bengal. The first, between Bangladesh and Myanmar, was resolved in March 2012 by the International Tribunal for the Law of the Sea (ITLOS). The second, between Bangladesh and India, was resolved in 2014 by a tribunal of the Permanent Court of Arbitration (PCA) in The Hague. An earlier CNA study analyzed the Bangladesh v. Myanmar case and its implications for future maritime disputes. This study follows that up with an overview of the Bangladesh v. India case history, a legal assessment of the ruling, and an analysis of the implications of the ruling for India-Bangladesh bilateral relations, maritime disputes in the South China Sea and elsewhere, and for U.S. oceans policy.

Analytic Framework for Emulating Russian Decision Making

The purpose of this report is to propose an analytical framework for emulating Russian decision-making in the national security realm. The framework is paired with a methodology that allows the user to systematically examine what Russian decision- making would look like in response to a foreign policy crisis. The framework is presented in the first section and then applied to three potential crisis scenarios in Eastern Europe. The analytical structure presented is meant to be used as a guideline. It offers potential answers, tools, and a systematic method for emulation that allows users to formulate decision-trees for Russian actions on the basis of reasonable assumptions about how Russia might act in various situations. The final product can be further developed and refined on the basis of observation of Russian actions in future interactions with its adversaries and behavior in crisis situations.

Las Vegas After Action Assessment

On June 8, 2014, two Las Vegas (Nevada) police officers were shot and killed in the line of duty while eating lunch in a local restaurant. Also killed in this cowardly ambush was a Good Samaritan civilian. The murder of a police officer in the line of duty is not only a loss to the police department and the law enforcement profession; it is a loss to the community as well. However, the targeted murder of a police officer simply because he or she wears a uniform is a threat to our very democracy and compromises both public safety and national security. When such tragedies do occur, we must take every step necessary to learn from them and see what steps can be taken to enhance officer safety and wellness. The President’s Task Force on 21st Century Policing recognized this in making officer safety and wellness a pillar of its report, stressing that the well-being of our law enforcement officers is vital to public safety. I applaud former Las Vegas Metropolitan Police Department (LVMPD) Sheriff Douglas Gillespie for requesting this after-action report and commend the entire LVMPD for supporting an effort that will benefit the profession but required many to relive an unthinkable tragedy. We also commend CNA for their excellent work in preparing this detailed comprehensive analysis. Though we hope that no more tragedies like this occur in the future, we must do all we can to prepare for any possibility and work to reduce risk to the brave men and women who serve in law enforcement.

China Becoming a Maritime Power

In November 2012, then president Hu Jintao declared that China’s objective was to become a strong or great maritime power. This report, based on papers written by China experts for this CNA project, explores that decision and the implications it has for the United States. It analyzes Chinese thinking on what a maritime power is, why Beijing wants to become a maritime power, what shortfalls it believes it must address in order to become a maritime power, and when it believes it will become a maritime power (as it defines the term). The report then explores the component pieces of China’s maritime power—its navy, coast guard, maritime militia, merchant marine, and shipbuilding and fishing industries. It also addresses some policy options available to the U.S. government to prepare for—and, if deemed necessary, mitigate—the impact that China’s becoming a maritime power would have for U.S. interests.

This paper is intended to serve as a primer on the salient aspects of tribalism in Sunni areas of Iraq, with an emphasis on al Anbar province. It provides a brief summary of the nature of modern tribalism, tribal structures and organization, and the role of tribal leadership. It also details important tribal customs designed to inhibit the escalation of violence. The research for this paper was conducted by the author while embedded as a CNA analyst with the U.S. Marine Corps in al Anbar province in 2007, and some of what follows first appeared in a chapter in Deborah Isser’s Customary Justice and the Rule of Law in War Torn Societies. Rumors of an Israeli nuclear alert in the early days of the 1973 Yom Kippur War have circulated for decades, even making their way into popular culture. The alleged alert has also informed more serious discussions about the use of nuclear weapon during international crises, and one celebrated journalist has gone so far as to assert that the Israelis used the alert to blackmail the United States to intervene aggressively in the war on Israel’s side. But did the alert really happen? In early 2012, CNA received a project award from the Naval Postgraduate School’s Project on Advanced Systems and Concepts for Countering WMD (PASCC) to investigate the truth of the reports concerning the alleged alert.
