The Director of Deep Blue (OPNAV N3/5) asked the Center for Naval Analyses (CNA) to help the Navy define the maritime domain in which riverine operations may take place, the potential missions and tasks appropriate for a riverine force, and the resource implications related to the Navy’s decision to establish a riverine capability. This report examines riverine history; defines the maritime domain as it applies to brown-water operations, identifies where riverine operations might occur; and identifies operational and functional tasks that might be employed by a riverine force. It also examines how well the U.S. Navy’s projected riverine capability fits across a range of military operations. We found that the U.S. Navy has a long and varied but episodic history of riverine operations, which are inherently joint and often combined. Ground and air combat units along with different types of naval units routinely work together. While riverine craft are usually the centerpiece of any riverine operation, they do not perform significant riverine missions by themselves. Riverine operations are also complex: they involve frequent close combat and the employment of combined arms.

Recent operations such as Iraqi Freedom (OIF) and Enduring Freedom (OEF) have revealed multiple challenges with JTL. New joint logistics doc- trine is being rapidly developed as part of the overall Department of Defense (DOD) transformation effort. The Navy needs to fully understand these upcoming changes and new joint logistics needs in order to best support the maritime portion of JTL.
Alternative Sea Manning Concepts

In this paper, we identify the inventory of alternative sea manning initiatives an d experiments that the Navy has been exploring. We present the evidence regarding how these initiatives work in practice and their relative impact on Sailors in terms of such factors as professional training, turnaround ratios (TARs), and retention. We take a critical look at various initiatives in terms of cost feasibility, the availability of shore billets to support these new manning approaches, the expected impact on sea / shore rotation, and other potential costs and consequences. We collected information on altern ative sea manning initiatives and experiments from existing Navy documents, Navy-sponsored research, and other government reports. We also conducted a series of interviews with key informants in the following commands: the Strategic Planning and Analysis Directorate (N1Z) in the Office of Deputy Chief of Naval Operations (Manpower and Personnel), the Enlisted Distribution Division (PERS-40), the Navy Manpower Analysis Center, the Surface Warfare Directorate (N76), Fleet Forces Command (FFC), Commander Naval Surface Forces Atlantic (CNSL), Commander Naval Surface Forces (CNSF), and the Center for Surface Combat Systems, Dahlgren, Virginia.
Soldier Perspectives on Small Arms in Combat

Project Manager, Soldier Weapons (PMSW) supports soldiers through the development, and procurement of future and current weapon systems, ammunition, and associated target acquisition/fire control products for the United States Army. Individual soldiers have raised concerns with their small arms in combat. Specifically, a few informal reports out of Iraq and Afghanistan indicate that some soldiers have concerns with the durability and reliability of the small arms they used during combat operations in support of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). It is unclear, however, whether those comments are representative of the views of all soldiers with OIF/OEF combat experience. The Army, therefore, sought broader understanding of soldiers’ views regarding their small arms before deciding on any course of action. PMSW asked CNA to conduct a formal independent review of soldier perspectives on their small arms in combat situations. Specifically, they wanted to know soldier perspectives on the reliability and durability of the M9 pistol, M4 and M16 (A2 and A4) rifles, and the M249 light machine gun. These four weapon systems are the standard issue individual weapons being used by Army soldiers in Iraq and Afghanistan.
