On March 31, 2010, CNA China Studies hosted a half-day roundtable to discuss China’s relations with and activities in Pakistan. (Appendix B presents the agenda of this roundtable.) Participants included U.S. government officials, active-duty military personnel, and analysts from think-tanks in Washington and Brussels. This CNA report is based primarily on the presentations, findings, and discussions at the CNA roundtable and supplemented by contextual data and analysis by the author. This report does not represent a fully coordinated consensus of the roundtable participants. Points based on independent research are footnoted as such; points raised by panelists or in the discussion are attributed to the roundtable in the text.

China Iran Relations Closer Look

Since diplomatic ties between China and Iran were established in 1971, the two countries have developed complex political, economic, and military relations. China has provided much-needed trade and investment to Iran, and as Iran has become increasingly isolated, China has gradually become the dominant external player in Iran’s economy. Chinese companies have played a particularly important role in developing Iran’s energy sector through oil purchases and major investments in resource extraction and infrastructure. Though China rarely trumpets its relationship with Iran, it maintains strong political ties with Tehran, and since the 1980s it has helped strengthen the country’s military with arms sales and military exchanges.

Organizing OPNAV 1970 to 2009

The Naval History and Heritage Command (NHHC) is committed to providing all U.S. Navy personnel, especially decision makers, their staffs, and the faculty and students of its educational institutions with a deeper understanding of their past. Such an understanding enables the making of more sophisticated and nuanced Navy policy decisions in the present and future. To this end, NHHC is embarking on a study of the origins and development of the position of Chief of Naval Operations (CNO) and his staff (OPNAV), to provide needed perspective and context for current arid future incumbents in that position and office. Completion of this study is timed to coincide with the upcoming 100th anniversary of the 1915 creation of the position of CNO by President Woodrow Wilson. It is intended to expand upon and update the existing literature on the subject, which is becoming outdated, especially Dr. Thomas Hone's excellent "Power and Change: The Administrative History of the Office of the Chief of Naval Operations, 1946-1986" published in 1989 by the Naval Historical Center (NHHC's predecessor organization).

Exploring the India China Relationship

China and India have interacted with one another for thousands of years, especially in the areas of trade and religion. For centuries, however, the scope of their interaction was limited by the barrier of the Himalayan Mountains. When each country established a new government—India in 1947 and China in 1949—the relationship began to shift, and the two countries established formal diplomatic relations in 1950. The same year, China invaded Tibet, thus eliminating the geographic buffer between China and India. The China-India relationship was further altered in 1962, when Indian troops moved to assert Indian territorial rights along the disputed Himalayan border with China. In response, China launched a counter-offensive and pushed the Indian troops back from the border. The People’s Liberation Army (PLA) moved into India’s northeastern state of Arunachal Pradesh and part of Kashmir, killing 3,000 Indian troops. Since this clash, China and India have maintained the world’s longest unresolved border dispute.

This report is one of several reports from CNA examining the impact of climate change on U.S. policy. This particular report focuses on the impact of climate change on comprehensive emergency management and preparedness policy. It seeks to outline key climate change issues for consideration from an emergency management perspective and begin a conversation on potential implications for the near-, medium-, and long-terms. It lays the foundation for future dialogue among emergency management practitioners from all levels of government to explore policy solutions in greater depth. The scientific foundation for much of the discussion in this report comes from the recently published report from the U.S. Global Change Research Program— Global Climate Change Impacts in the United States.

Impact of Climate Change on Naval Operations

OPNAV N812 asked CNA, in support of the 2010 Quadrennial Defense Review, to review the changing situation in the Arctic and to assess operational implications for the Navy. This study was widely briefed around OPNAV and was influential in the Navy forming its Task Force on Climate Change. Although dated now, it remains a useful primer on Arctic issues.
