- In more than a decade of war in Iraq and Afghanistan, the United States’ armed forces have encountered myriad challenges in their efforts to execute simultaneous counterinsurgency campaigns. Assessing progress on the ground—what we will refer to here as “operations assessment”—has proven an especially challenging task. For CNA analysts, as well as uniformed operations research and systems analysis (ORSA) personnel, the operations assessment process has grown in importance and consumed increasing analytic resources over the course of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). While there have been new and innovative approaches to operations assessment in recent years, there has also been a great deal of relearning old lessons from previous eras (under different conditions). - The Fitness Report (FitRep) is an evaluation tool filled out by a Marine’s reporting senior (RS) and reviewing officer (RO) that communicates the reporting officials’ assessments of the Marine’s performance and character to a variety of boards. Today’s FitRep system was implemented on January 1, 1999. Like the previous system, it supports promotion boards’ selection and retention of the most qualified Marines in the grades of sergeant through major general, the slating of officers for command or resident school billet assignments, and all other billet assignments. The Director, Manpower Management Division, asked CNA to review whether the system is accomplishing what the Marine Corps intended. Specifically, the director would like to know whether the current FitRep system is suffering from grade inflation, whether it is fair to all officers, and whether it contributes to the challenges that leaders and manpower process managers face in selecting the most qualified officers for promotion and career progression. Although enlisted Marines in paygrades E-5 through E-9 also receive FitReps, we were asked to focus solely on Marine officers.

- This paper describes the development process that CNA used to create a new methodology for the Navy to assess shore infrastructure readiness for support tasking, and it documents the design concepts for a shore facilities investment model. This model was developed as a programming tool for OPNAV N46 staff to adjust investment project profiles and funding levels to achieve desired performance output levels at the end of the current FYDP. The methodology involved creating measures of merit to quantify the current and future performance levels and a functional segmentation of the infrastructure to provide a greater understanding of shore support capabilities and shortfalls. The new technique required a method for indexing the measures of merit together in a consistent manner to provide the Navy with an ongoing readiness assessment number. It also required the creation of a baseline year infrastructure inventory assessment to use as the starting point for analyzing future year impact of current shore investment funding profiles. We developed a process to quantify the projected impact of proposed military construction and special projects upon the measures of merit.

- Project Manager, Soldier Weapons (PMSW) supports soldiers through the development, and procurement of future and current weapon systems, ammunition, and associated target acquisition/fire control products for the United States Army. Individual soldiers have raised concerns with their small arms in combat. Specifically, a few informal reports out of Iraq and Afghanistan indicate that some soldiers have concerns with the durability and reliability of the small arms they used during combat operations in support of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). It is unclear, however, whether those comments are representative of the views of all soldiers with OIF/OEF combat experience. The Army, therefore, sought broader understanding of soldiers’ views regarding their small arms before deciding on any course of action. PMSW asked CNA to conduct a formal independent review of soldier perspectives on their small arms in combat situations. Specifically, they wanted to know soldier perspectives on the reliability and durability of the M9 pistol, M4 and M16 (A2 and A4) rifles, and the M249 light machine gun. These four weapon systems are the standard issue individual weapons being used by Army soldiers in Iraq and Afghanistan.

- U.S. Naval Forces Africa asked CNA to recommend an approach for the United States government (USG) to counter Boko Haram. The USG has been working with the government of Nigeria (GoN) to defeat the group, but the two governments are taking divergent approaches and efforts to date have not been effective. The GoN is taking a narrow counterterrorism approach that relies heavily on the military, whereas a broader whole-of-government approach is required. Due to the political dynamics in Nigeria, the USG has few ways to change the GoN’s approach to the conflict. We propose that the USG and other supporting partners focus on assisting Chad, Niger, and Cameroon to become increasingly able to prevent Boko Haram from taking root within their borders. While this would not dismantle Boko Haram in the near term, it could buy time for conditions in Nigeria to become more favorable to direct U.S. assistance.
