Commercial, scientific, and military endeavors in space are all intimately linked, and one must understand how they are viewed to better understand how a nation might proceed in one or all of those fields. In accordance with our charter to support the Secretary of the Air Force, the Chief of Staff of the Air Force, the Chief of Space Operations, and other DoD and U.S. government leaders, the China Aerospace Studies Institute designed it’s 2020 CASI Conference around China’s space activities. Redefining Human Control

This report examines the issue of human control with regard to lethal autonomy, an issue of significant interest in United Nations discussions in the Convention on Certain Conventional Weapons (CCW) forum. We analyze this issue in light of lessons and best practices from recent U.S. operations. Based on this analysis, we make the case for a wider framework for the application of human control over the use of force. This report recommends that CCW discussions currently focusing on process considerations, such as human control, should instead focus on outcome—namely, mitigation of inadvertent engagements. This allows consideration of a more complete set of benefits and risks of lethal autonomy and better management of risks. The report also describes best practices that can collectively serve as a safety net for the use of lethal autonomous weapons. It concludes with concrete recommendations for how the international community can more effectively address the risk of inadvertent engagements from lethal autonomy.

In November 2015, China publicly acknowledged for the first time that it is building its first overseas military facility in Djibouti, which is also home to the largest U.S. military installation in Africa. How did China come to establish its first overseas military support facility in Djibouti? What do we know about this facility and how it might be used, and what insights can we glean from the process to better understand where China’s military might go next? This paper provides a preliminary look at the origins of China’s military support facility in Djibouti. It explores the evolution of the economic and security relations between the two countries that led to the establishment of the facility, how it may be used, and what it may tell us about future Chinese military facilities abroad. It also assesses the implications of the growing economic and military ties between the two countries for the United States and the U.S. Navy.

Over the past two years, the South China Sea has been the most discussed East Asian maritime security issue. Still, a credible case can be made that the Yellow and East China seas have all the ingredients necessary to become another maritime center of competition in East Asia. Approximately 70 percent of China’s eastern seaboard forms the western limit of the East China Sea/Yellow Sea basin, while the Ryukyu Chain is the East China Sea’s eastern boundary. Beijing, Tokyo, Seoul and Pyongyang all have important claims of sovereignty and exclusive economic zones (EEZs) in both of these seas. Disputes over seabed resources and fishing occur frequently among all three.
