Thrift Savings Plan Distribution

The Blended Retirement System aims to increase Servicemembers’ retirement savings by matching contributions to Thrift Savings Plans by up to five percent of basic pay. This new system applies to Servicemembers who entered uniformed service on January 1, 2018, or later, or to Servicemembers with early entry dates and fewer than 12 years of service who opted in to the new system during 2018. This report analyzes Thrift Savings Plan contributions by Active component Servicemembers, across Services, eligibility categories, and Servicemember characteristics. We find that age, regular military compensation, paygrade, race, and gender are all correlated to varying degrees with retirement savings rates. In particular, older and higher income Servicemembers save at higher rates. We also find substantial differences across Services in the savings patterns of auto-enrollees, suggesting differences in training or messaging. Furthermore, some Servicemembers may be saving inefficiently by reaching the annual limit on TSP contributions prior to December and thereby forgoing matching funds.

Racial Bias Audit Charleston SC

The City Council voted in favor of an independent audit of the CPD in November of 2017. Further adding to this urgency were the findings from the College of Charleston’s report, The State of Racial Disparities in Charleston County, South Carolina 2000-2015, which noted racial disparities and the linkage to structural racism and economic inequality. The call for an audit also stemmed from growing interest among city officials and the community to address concerns about racial bias in the CPD’s procedures and practices. Subsequently, the City Council, city officials, and community stakeholders worked together to develop a request for proposals, review the proposals, and select an independent auditor. In January 2019, the City of Charleston, through a competitive bid, selected the CNA Institute for Public Research (CNA) to conduct a racial bias audit of the CPD.

Common Operational Picture Technology in Law Enforcement Three Case Studies

CNA performed case studies of common operational picture(COP) technology use in three law enforcement agencies. Our goal was to address thepaucity of research inthis fieldby providing practitioners and researchers with examples of how these law enforcement agencies have implemented and use these technologies. To do so, we conducted on-site qualitative data collection at the three sites, which revealed common themes among the sites regarding stakeholders, COP technology implementation, and theuse of certain COP technology features. This report lays the groundwork for future work by law enforcementagenciesand researchers in exploring COP technology use andimplementation in law enforcement settings. Researchers and practitioners must further study the efficacy of COP technology in achieving law enforcement goals, such as improving community response, reducing injuries, and preventing or reducing violent crime. This report is not intended to rank or evaluate the products listed. We did not test or evaluate the products. The report’s sole purpose is to provide the law enforcement community with information about how three agencies implemented and use COP technology.

Mapping Information Environment in Pacific

This report provides a general map of the information environment of the Pacific Island Countries (PICs). The focus of the report is on the information environment—that is, the aggregate of individuals, organizations, and systems that shape public opinion through the dissemination of news and information—in the PICs. In this report, we provide a current understanding of how these countries and their respective populaces consume information. We map the general characteristics of the information environment in the region, highlighting trends that make the dissemination and consumption of information in the PICs particularly dynamic. We identify three factors that contribute to the dynamism of the regional information environment: disruptors, deficits, and domestic decisions. Collectively, these factors also create new opportunities for foreign actors to influence or shape the domestic information space in the PICs. This report concludes with recommendations for traditional partners and the PICs to support the positive evolution of the information environment.

Opioid Data Initiative

Opioid use disorder is a major public health and public safety crisis in communities across the U.S. Many local jurisdictions have begun using data to more effectively and efficiently target resources and expertise, while also forming multidisciplinary partnerships to improve coordination of response efforts. This study examined how local jurisdictions use data at the policy, operational, and program assessment levels, and explored potential barriers and promising practices to facilitate data sharing among stakeholders. The study team developed and administered an online survey and conducted semi-structured interviews with stakeholders from 11 jurisdictions. Our findings indicate that data-driven approaches to fighting the opioid epidemic are common and used primarily to improve situational awareness and understanding of the epidemic, target resources effectively, and destigmatize opioid use disorder. Key barriers to sharing data among stakeholders include concerns about the timeliness and accuracy of data, resource constraints, and legal protections on sharing health related information.
