William Komiss, Ph.D.

Research Program Director

William Komiss is an expert in economic analysis of operational energy and infrastructure. He specializes in statistical modeling of military construction projects and facility life cycles, as well as structural modeling of energy supply and demand in wartime scenarios.

Komiss has served as the CNA scientific analyst to the Deputy Chief of Naval Operations for Fleet Readiness and Logistics and to the Deputy for Energy and Environmental Readiness. Komiss has also successfully led projects that use datasets and modeling techniques to examine the effects of encroachment on the military’s ability to test and train. He earned the Resources and Force Readiness Division Analyst of the Year Award.

Komiss has a doctorate in economics from Stanford University and a Bachelor of Arts in economics from the University of Texas at Austin.
