In a widely publicized speech last year, Afghan President Hamid Karzai raised the pos- sibility of a return to conscription in the Afghan army – as a way to forge national unity and reduce costs. At present, Afghanistan has a professional, all volunteer force. This monograph evaluates the potential benefits and costs of a shift to conscription in Afghanistan. Is conscription advisable in Afghanistan, or is the current volunteer force a better option? If conscription were instituted, what forms should it take? This monograph may be of interest to anyone concerned with the development and sustainment of the Afghan army, conscription versus voluntary military recruitment in less developed societies, or nation-building and stability operations. The paper was produced by analysts in CNA’s Strategic Studies Division. Research was conducted over a five-month period from October 2010 through March 2011, including an extended trip to several sites in Kabul and southern Afghanistan. The authors wish to thank the many US, NATO, and Afghan service members who spoke with the authors and provided valuable data.

In this CNA Occasional Paper, Anton Lavrov, a noted Russian expert on military air operations, examines the successes and failures of Russia’s air operation in Syria. He identifies the key structural changes and capability upgrades that made the operation possible. The operation allowed the Russian military to test new equipment and to rotate personnel through the theater of operations in order to gain battle experience. As it continued, the force became more effective, as its leaders learned how to operate in a battle environment for the first time in almost 30 years. The Russian Aerospace Forces’ actions in the conflict increased the combat effectiveness of Russia’s small contingent of forces in Syria and allowed government forces to attain success on the ground. The conduct of the operation can be used as a means of understanding the capabilities and tactics that the force may be expected to use in future operations.

Future Policy Options for US Efforts Against Al Qaeda

In its independent assessment of U.S. government efforts against Al-Qaeda that was mandated by Congress via the 2015 National Defense Authorization Act (NDAA), CNA concluded that the current U.S. strategy toward Al-Qaeda was unlikely to achieve its stated goals to disrupt, dismantle, and defeat the group. CNA recommended that the U.S. government should undertake a new review of its policy goals and overarching strategy against Al-Qaeda. This occasional paper presents three potential policy options for the U.S. government to consider, should it seek to undertake such a review. These options are retrenchment, escalation, and containment.
