In this paper we discuss the application of wargames to systems thinking (ST) models, and ST to wargames. We want to explore how models of political, social, and cultural processes can be helpful to those designing, conducting, and playing in national security related decision-making games, as well as examine how games can be used to enhance or construct ST models. In recent years there has been an increasing demand for tools that will allow operational and theater-level commanders to understand the human effects of their actions. Commanders routinely engage in actions designed to influence or affect behavior, and the results of those actions are often hard to measure (and even harder to predict). Without effective measures of success, it becomes difficult to assign a value to the various operational options, which complicates decisions about resource, attention, and policy trade-offs. Attempts have been made in the past by CNA and others to quantify the effects of engagement or other influence operations, with mixed success.

This paper provides a brief overview of U.S. Navy policy, strategy, plans and operations. It discusses some basic fundamentals and the Navy’s three major operational activities: peacetime engagement, crisis response, and wartime combat. It concludes with a general discussion of U.S. naval forces. It was originally written as a contribution to an international conference on maritime strategy and security, and originally published as a chapter in a Routledge handbook in 2015. The author is a longtime contributor to, advisor on, and observer of US Navy strategy and policy, and the paper represents his personal but well-informed views. The paper was written while the Navy (and Marine Corps and Coast Guard) were revising their tri- service strategy document A Cooperative Strategy for 21st Century Seapower, finally signed and published in March 2015, and includes suggestions made by the author to the drafters during that time.

The CNA’s Military Advisory Board (MAB) first assessed the relationship of the U.S. energy posture energy to our national security in a 2009 report, Powering America’s Defense: Energy and the Risks to National Security. That study revealed urgent threats to major aspects of national security–military, diplomatic, and economic strength. We delved further in three subsequent reports. After almost a decade’s immersion in the subject, we concluded that our energy posture must allow us to adapt readily to longer-term changes in how energy is produced, stored, distributed, and used. Thus, we began the study discussed here, which considers the national security implications– both positive and negative–of the transition toward advanced energy.
