ACTIVE COMPONENT ENLISTED FORCE At the end of Fiscal Year 2004, enlisted force end-strength was 1.18 million, a decrease from the FY 2003 end-strength of 1.19 million. The Active Components counted 1.85 million enlisted members in FY 1987, more than in any year since the start of the All Volunteer Force in FY 1973. End-strength reached a low point in FY 1999 (1.151 million) with marginal increases since. Figure 3.1 displays trend lines by Service for the active duty enlisted force size since FY 1974. Appendix Table D-11 provides end-strength data by year and by Service for FYs 1964 and 1973 through 2004.
