The US Department of State Bureau of International Narcotics and Law Enforcement (INL) asked CNA for independent assessments of the current maritime security and law enforcement capabilities of Caribbean Basin Security Initiative (CBSI) partners. This report describes CNA’s approach and method for conducting these assessments; offers a framework for presenting these capabilities; and presents assessments of two cooperative multilateral institutions, the Caribbean Community Implementation Agency for Crime and Security and the Eastern Caribbean Regional Security System, and twelve CBSI partner states: Antigua and Barbuda, The Bahamas, Barbados, Dominica, the Dominican Republic, Grenada, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago. These assessments are concise snapshots of country capabilities relevant to the goals of INL CBSI as of March 2022. This information serves as the basis for CNA’s evaluation of all of INL’s CBSI maritime activities, programs, and investments from 2016 to 2021.
