How a Single-Salary Compensation System Could Affect Privatized Military Housing

CNA analysis of a proposal to combine basic pay and allowances into a single salary predicts it could reduce total family pay by 5% to 14% while reducing income for privatized housing by $80 to 210 million. A single-salary system would eliminate the Basic Housing Allowance and provide a single, taxable compensation for servicemembers, with no adjustments for dependents. It would mostly raise salaries for single servicemembers and reduce them for families, unless Congress substantially increased personnel outlays.
