CNA Capstone Strategy Series

Primary Author: Peter M. Swartz, Principal Research Scientist, CNA Strategic Studies

This series addresses the drafting and influence of all U.S. Navy capstone documents since 1970, from Project SIXTY through Cooperative Strategy for 21st Century Seapower. Capstone documents are those documents – typically signed by the Chief of Naval Operations – that seek to explain and guide the Navy. This series discusses the differences and similarities of different types of capstone documents as well as the context and development processes of each of them. Volumes providing context include discussion of the 40-year evolution of the global environment, U.S. national defense policy, U.S. Navy force levels and budgets, U.S. Navy deployments and operations, U.S. military sealift and shipbuilding, and U.S. Navy relationships with other services and foreign navies.
