Mark Rosen is an expert in international and operation law relating to the operation of ships and aircraft at sea and to the regulation of the global commons. He has expertise in the United Nations Convention on the Law of the Sea, International Maritime Organization instruments, international agreements and decisions by international courts (e.g., the International Court of Justice, International Tribunal for the Law of the Sea, Arbitration Panels), and the law of war. He is also an expert in domestic statutes and regulations that affect operations of the U.S. armed forces and maritime platforms. 

Rosen holds a Master of Laws in international law from the University of Virginia, a Juris Doctor in law from the University of Georgia, and a Bachelor of Arts in government from the University of Georgia.
