Gary Bland, Ph.D.
Senior Research Scientist


Gary Bland, PhD, is an expert advisor with more than 25 years of international experience in applied research, analysis, and evaluation; governance; institutional strengthening; and political economy. He has extensive experience in business development and international program management. His technical expertise also includes political transition, anti-corruption, social accountability, decentralization and local governance, and legislatures. He has worked in 26 countries, focusing on Latin America and Africa. Dr. Bland's most recent research examines public service provision in Latin America. He is author of 40 peer-reviewed publications. He has led various university seminars, presented in a variety of forums, and is a former graduate professor of comparative public policy. Prior to joining CNA, Dr. Bland was a Fellow in Governance at RTI International (RTI), where his research and analysis supported core programming areas. Earlier at RTI, as a Center Director, he managed a $25 million portfolio, supervised multiple multi-million projects and a home office team of 10 to 15, worked closely with clients, and served as lead technical advisor. Dr. Bland received his M.A. (1990) and doctorate (1998) in Latin American Studies from the Johns Hopkins University School of Advanced International Studies. He is fluent in Spanish and retains basic Portuguese.
