Ensuring Americas Freedom of Movement: A National Security Imperative to Reduce U.S. Oil Dependence

In 2006, CNA brought together 11 recently retired three and four-star generals and admirals to form a Military Advisory Board (MAB), with the goal of examining the national security implications of climate change. Over the last five years, the CNA MAB has published three reports on the nexus of energy, climate, and national security. In this report the MAB focuses on the national security implications associated with shifting the U.S. transportation sector to alternative fuels.

This research memorandum is a first assessment of the case of sealift. It describes sealift resources available to the U.S., summarizes their performance during the first five months of Desert Shield, and examines several options for improving U.S. sealift potential in the 1990s.

A STUDY OF AVIATION RESOURCES AND READINESS RELATIONSHIPS VOL III, THE RESUPPLY SYSTEM FOR NAVAL AVIATION SPARE PARTS

Studies the relationship between aircraft readiness and spares usage at the squadron level, specifically for the F-4B, CH-53 and TA-4F. The study determines the best combinations of aircraft, maintenance man-hours, and spare parts for various budgets. Since the availability of spare parts is a big factor in aircraft readiness, a detailed examination was made of the spare parts resupply system, and recommendations are made for improving this system for decreasing the time it takes for a supply requisition to be filled. Additional recommendations are made for changing the current method of estimating the quantities of spare parts needed for a specific aircraft model.
