The Personnel Readiness Division of the Joint Chiefs of Staff (J1) asked CNA to examine the earnings of enlisted personnel and to compare them with the earnings of similar people in the civilian labor market. We used multiple regression to estimate civilian earnings of non-college-graduates and used these models to predict the earnings potential of enlisted military personnel. We found that earnings in the civilian and military sectors are similar and that both fell, when adjusted for inflation, between 1992 and 1996 (the year for which the most recent civilian data were available).

In this Navy study of nondeployable personnel, we undertook several analyses of pregnancy for enlisted sailors. These analyses are not definitive because the navy still lacks individual-level data on the pregnancy status of sailors. The Bureau of Naval Personnel is working hard to obtain reliable and complete information on the pregnancy status of enlisted sailors. We both hope and anticipate that such data will be available soon. During the course of the study, we developed a method for extrapolating pregnancy rates based on the available information. We are sufficiently confident of our estimated data to expect that, when actual data become available, our estimates will show the trends and be close to actual rates. We a re not sufficiently confident of our method, however, to say that our estimates will replicate the actual data.

This research memorandum analyzes the factors underlying the recent growth in the proportion of enlisted Marines that are married or that have dependents. A methodology is applied to break down changes in marriage and dependency rates into the part that is due to changes in the mix of characteristics and the part that is due to changes in behavior.

Distributions of test scores need to be smoothed in equating and/or norming. Popular parametric smoothing procedures are based on beta-binomial and log-linear models. A new approach has been developed using polynomials of the beta-binomial cumulative distribution function. The same approach was also applied to extend the beta-binomial family to more than four parameters. These methods were compared using cross-validation in two examinee samples who took the Armed Services Vocational Aptitude Battery. Results show that the log-linear and extended beta-binomial families fit the data about equally well.

The Job Performance Measurement project will attempt to measure the first-term costs and performance of enlisted Marines in several occupations. The primary types of costs are those incurred to recruit, train, and pay personnel. This paper focuses on training costs. It provides a discussion on the concept of training costs and some of the types of training data available for enlisted Marines. It also presents estimates of the costs per student for courses needed for the Military Occupational Specialties studied in the project.

Navy Enlisted Classification (NEC) codes identify an individual's particular skills in more detail than the Navy occupational or rating structure. This research memorandum summarizes an analysis to determine the timeliness of the NEC reports to the Enlisted Master Record(EMR). Using quarterly EMR files from June 1983 to June 1984 and from June 1986 to June 1987, analysts estimated the NEC reporting lags (i.e., time between the date the NEC is awarded and the date the NEC is posted to an individual's EMR record). The results indicate that NEC reporting lags are relatively rare. Over 90 percent of the NECs appeared on the quarterly EMR within four months of their being awarded. Looking ahead only one quarter, therefore, seems to be sufficient for achieving a relatively complete count, whether one is estimating the number of new awards or determining the total count.

This is volume II of a two-volume report on the results of a study concerning alcohol and drug use in the Marine Corps. It contains eight appendixes presenting detailed data and analyses supporting the main text in Volume I. The questionnaire used in the survey is reproduced in appendix A; appendix B describes the survey methodology; appendix C contains tables giving the sizes of the populations and samples surveyed; appendix D addresses the accuracy of the results obtained from the survey; appendix E describes the composite measure, or index, developed for estimating the monthly consumption of alcoholic beverages; appendix F looks at the patterns of responses to the questionnaires and how consistent they were; appendix G contains tables showing the prevalence of alcohol and drug use by unit type, location, and pay grade; and appendix H shows the relationship between urinalysis test results and use of drugs at the time tested.
