The Marine Corps recruits and screens about 2,000 officer candidates annually. Recruiting minority candidates who meet its stringent standards, however, is not easy. Recruiting qualified minorities is especially difficult because of stiff competition from other services, industry, government, and the academic arena. Consider these statistics: (1) of male college graduates in 1990-1991, five percent were African-Americans, and three percent were Hispanics; (2) only two percent of males with Scholastic Aptitude Test (SAT) scores meeting USMC standards were African-American, and four percent Hispanic. It is clear that the Marine Corps must recruit more than a proportionate share of the qualified minority pool. Can the Marine Corps improve the way it allocates recruiting goals and resources to take advantage of regional variations in race/ethnicity. Headquarters Marine Corps asked CNA to help with this problem as part of its study of Successful Recruiting and Training of Marine Corps Officers. In this study, we also explored the relationship between officer candidate characteristics and success in Officer Candidate School, commissioning, and The Basic School. In addition, we looked at officer characteristics and promotions to captain and major.

The specialized skill training load in A-, C-, and F-schools for Navy enlisted personnel from 1979 through 1985 is described. The training load for each of these types of schools is broken down by instructional and supernumerary time, by first-termers and careerists, and, in some case, by rating. Changes in definition, such as F-schools becoming C-schools, are documented. From 1979 through 1985, almost 70 percent of the increase in the total specialized skill training load came from the C-schools. Moreover, although the C-school training load increased over 50 percent in the period, increased efficiencies in use of time for instruction meant an even sharper increase in the instructional load.

Four logit specification tests for the case of grouped data have been developed. The first test compares the covariance matrix of the regression residuals to the matrix expected under the logit model. The second and third tests directly address the zero restrictions and cross-equation equality restrictions associated with the Independence of Irrelevant Alternatives (IIA) property. The fourth test embeds the logit model within a grouped data version of the nested logit model, which does not possess the IIA property. The logit model was marginally rejected in one data set, and strongly rejected in the other two data sets.

A base of inventory and utilization data for computers, aircraft, and radars was developed through a survey and the future availability of the capital services from these assets was projected. In addition to the services from federally-operated assets, the projections include those from other sources such as universities and contractor-operated laboratories. The utilization data include both actual and potential full use of each asset, and these data are used to address the extent of possible underutilization of the assets. The projected services are compared with the reported requirements of agency-approved atmospheric research programs to provide an initial estimate of the adequacy of the planned capital inventory.

Three hundred eighty conflicts initiated during the years 1946-1964 are analysed. The analysis of recent conflicts has three major advantages: (1) to confirm or counter assumptions about limited warfare situations in the period 1946-1964 to provide greater validity in predicting such situations in the future; (2) to identify the major variables involved in the various kinds of recent conflicts so that these variables will be used appropriately in the analysis of future conflicts of a similar type; and (3) to provide a data base from which important implications about the nature of recent conflicts may be derived so that effective processes of deterrence and control may be perceived for future application.
