A fundamental requirement in the development and administration of performance measures is that such assessments should result in reliable scores that accurately indicate a person's level of proficiency. This research memorandum examines the reliability of two performance measures of mechanical maintenance developed for the Marine Corps Job Performance Measurement project: hands-on performance tests and job knowledge tests. Multiple estimates of reliability were computed, and the consistency of test administrators in scoring hands-on performance was specifically examined.

Computerized administration of the Armed Services Vocational Aptitude Battery (ASVAB) potentially offers several benefits over the current paper-and-pencil administration. One benefit is the possible expansion of predictor tests beyond the dominant mathematical and verbal orientation of the ASVAB. This research memorandum first examines the comparability of measurement for the computerized and paper-and-pencil tests. Second, several new tests that measure psychomotor skills (hand-eye coordination and manual dexterity) are examined for their ability to expand the range of dimensions currently assessed by the ASVAB, as well as to improve the prediction of performance in mechanical maintenance jobs.

The main objective of this study is to identify an improved method for allocating Marine Corps recruiter support funds to the districts. This research memorandum describes a way to account for variation in the average support cost across the Marine Corps recruiting districts. Using FY 1989 and 1990 data, certain variables are found to explain recruiting station support funding costs. Model estimates are made of FY 1992 district support funding requirements. In addition, estimates are made of support cost savings from proposed station consolidations.

Effects of impinging gas from the AV-8B Short-Takeoff Vertical-Landing (STOVL) aircraft require that personnel remain 50 feet away during vertical operations. In future STOVL aircraft, vertical thrust will be greater, with a potentially larger danger area. This memorandum examines the factors that determine the size of the danger area and models the amount of area future STOVL aircraft will need.

This volume of the Desert Storm Reconstruction Report summarizes the reconstruction of the operation of U.S. Navy forces during Operation Desert Storm. Because those forces were so heavily involved in the broader aspects of the war, as well as the preliminary operations during Desert Shield, some aspects of that broader involvement are also treated here. In particular, the Navy's contributions to building the Coalition through its work with the maritime interception force are discussed at length, as are the planning and conduct of Marine Corps amphibious operations. By means of a historical and analytical review, this paper seeks to identify the broader themes that should influence the critical decisions the Navy must take in the coming years of rethinking and retrenching U.S. defense policy and procurements. The paper does not, however, make any attempt to summarize Marine Corps operations ashore. See also 27 910178 thru 27 910190.

It discusses the mine threat, antidrifting-mine operations in the Persian Gulf, and MCM operations against moored and bottom mines in support of naval gunfire support and amphibious operations.

This research memorandum documents the events and discusses lessons learned from the non-combatant evacuation operation from the U.S. Embassy in Mogadishu, Somalia, in January 1991. During this operation, named 'EASTERN EXIT,' U.S. Navy and U.S. Marine Corps forces evacuated 281 people from 30 countries (including 8 Ambassadors and 39 Soviet citizens).
