This paper presents and applies a methodology for estimating the cost of recruiting individuals with alternative distributions of Armed Forces Qualification Test (AFQT) scores. The methodology takes account of the key institutional features of the recruiting process, including recruiter time allocation and procedural guidelines. The method is used to estimate the costs of different recruit-aptitude distributions, using data on applicants and accessions for all of the services.

The main objective of this study is to identify an improved method for allocating Marine Corps recruiter support funds to the districts. This research memorandum describes a way to account for variation in the average support cost across the Marine Corps recruiting districts. Using FY 1989 and 1990 data, certain variables are found to explain recruiting station support funding costs. Model estimates are made of FY 1992 district support funding requirements. In addition, estimates are made of support cost savings from proposed station consolidations.

Using a sample of Naval Reserve recruiters for its analysis, this research memorandum estimates the effects of recruiting-duty experience and other personal characteristics on recruiter productivity. A Poisson probability model and multinomial model are estimated. The results are intended for use in calculating the number of recruiters required to meet Selected Reserve recruiting goals.

The relation between Navy enlistments by high school graduates in 1971-1977 and the number of recruiters and level of advertising expenditures is analyzed. Allowance is made for changes in economic and demographic factors and Navy goals and policies. A prediction test is made with data from 1978. Both recruiters and advertising are shown to increase enlistments, but there are important differences in their effects.

The effects on the number of Navy enlistments of recruiters, their distribution, and their quotas are investigated. Published census data on the population and on the demographic and economic characteristics of Navy Recruiting Districts, and regression analysis, are used to control for differences in enlistment potential across districts. Results for CY 1973 and FY 1975 are compared. Improvements to the quota-setting process are considered.
