Since March 1983 when President Reagan unveiled his Strategic Defense Initiative (SDI), the Soviet political military rhetoric has been overwhelmingly negative. This paper analyzes the three major Soviet arguments against SDI: (1) that it is offensive; (2) that it is a catalyst to the arms race; and (3) that it is destabilizing.

The eight-county Allegheny Region of Pennsylvania is 84% forested and comprises one of the state's most valuable timbersheds. Much of this area is inaccessible to conventional logging equipment due to steep slopes, poor drainage, and high erodability. For this reason, there has been a recently growing interest in using cable yarders to harvest these areas. A computer simulation model has been developed to aid in investigating the feasibility of cable logging in this region. This paper explains the design of the model, discusses the field data collected, evaluates the model, and makes recommendations for further data acquisition and model refinement.

Throughout the last decade, the Soviet politico-military leadership has provided startling evidence of a new Soviet doctrine on nuclear and conventional wars. According to Soviet military writers, the changes in doctrine that constitute the new revolution in Soviet military affairs were generated by evolving technological developments in both nuclear and conventional arms. This paper provides evidence from Soviet military literature that changes in strategy, operational art, and tactics have in turn generated changes in force structure and weapons modernization that indicate a downgrading of nuclear contingencies and a preference for conventional warfare.

The objective of this document was to develop a model that simulates the interactions between a number of close air support aircraft and helicopters on a flight deck during an amphibious assault. The model is currently configured for operations aboard an LHA Amphibious Assault Ship flight deck with two types of transport helicopters and the AV-8 HARRIER Attack Aircraft. The model application presented here considers the maximum number of AV-8 HARRIERs that could operate effectively with a composite helicopter squadron during the amphibious assault of a Marine Amphibious Unit.

The leadership of the U.S. Navy has recommended that the United States seriously consider the option of attacking Soviet ballistic missile submarines during the conventional phase of a major war. While the vocal debate rages on in the United States, the allies of the U.S. in Europe and elsewhere have been publically silent. This paper addresses some of the questions which might be at the center of the debate. Its purpose is not to seek conclusive answers, but to clarify--for example to point out that the U.S. has no interest in attacking Soviet missile-carrying submarines except on behalf of the security and integrity of the Alliance.

The Cauchy problem for various types of second order nonlinear elliptic equations is considered. A substitution in the equation leads to a perturbed equation whose solution of an unperturbed second order linear elliptic equation obtained by formally setting Epsilon to zero. In each case a logarithmic convexity argument is used to show that appropriately constrained solutions of the original equation (assumed to exist) are shown to differ from a solution of the associated linear equation in a manner depending continuously on the parameter Epsilon.

The selection of test content and the construction of job performance tests has not followed any specific methodology. For determining qualification standards on the Armed Services Vocational Aptitude Battery (ASVAB), a more absolute interpretation is required of the performance test scores. This report proposes that a domain-referenced approach is necessary for the linkage of job performance and aptitude in determining standards on the ASVAB. This absolute interpretation of test scores, called competency-based measurement, is based upon two critical requirements of the test construction process: detailed specification of the job requirements domain and appropriate sampling of test content from that domain.
