CNA's Joint and Contingency Operations Project will develop generic concepts for analysis in contingency operations. These documents should assist analysts who need to work in a new operational arena on short (to no) notice. This 'how-to' guide provides guidance for analysts and field representatives whose commands get involved in non-combatant evacuation operations -- whether solely in the contigency planning or, as well, in execution. Analysts can use it as a strawman for working within specific contingency operations.

How can the Navy best "institutionalize" strategic change? In the 1970’s the Chief of Naval Operations (CNO) Admiral Elmo R. Zumwalt, Jr., tried to do it He attempted to shift the Navy's focus away from attacking the USSR from the sea, to sweeping their ships, especially submarines, from the seas. This research memorandum (CRM) examines that example.

This volume of the Desert Storm Reconstruction Report summarizes the reconstruction of the operation of U.S. Navy forces during Operation Desert Storm. Because those forces were so heavily involved in the broader aspects of the war, as well as the preliminary operations during Desert Shield, some aspects of that broader involvement are also treated here. In particular, the Navy's contributions to building the Coalition through its work with the maritime interception force are discussed at length, as are the planning and conduct of Marine Corps amphibious operations. By means of a historical and analytical review, this paper seeks to identify the broader themes that should influence the critical decisions the Navy must take in the coming years of rethinking and retrenching U.S. defense policy and procurements. The paper does not, however, make any attempt to summarize Marine Corps operations ashore. See also 27 910178 thru 27 910190.

This volume of the Desert Storm Reconstruction Report addresses the U.S. Navy's contribution to the air campaign in strike warfare during Operation Desert Storm. The volume begins with a brief overview of the war to place the discussion of strike warfare issues in perspective. The major analytical findings are grouped in the following categories: (1) strike campaign planning; (2) intelligence support to strike; (3) carrier mission planning; (4) strike employment; (5) ordnance; (6) joint operations; (7) TLAM employment and performance; and (8) generation and allocation of CVN-71 sorties. This memorandum is part of a study by the Center for Naval Analyses of the Mobile Logistics Support Force. It describes the role of the Military Sealift Command in obtaining needed shipping assets in a contingency, the reactivation process and associated costs for ships in the Ready Reserve Fleet, crewing and equipment issues for reactivated ships, and potential reactivation problems. The analysis emphasizes the portion of these activities associated with the Mobile Logistics Support Force.

Documents a five-year planning model which produces detailed plans for the Navy's Aeronautical Depot Maintenance Program. Using the method of linear programming, the model determines minimum cost workload assignments which satisfy all depot maintenance requirements. The model allows for multiple shift operations, changes in the size and distribution of the work force, and the assignment of work to non-Navy facilities.
