This research memorandum presents information on Navy Enlisted Classification (NEC) inventories and assignments between 1979 and 1987, and on NEC requirements between 1984 and 1987. It also examines three ratios: the ratio of matched assignments to inventory, the ratio of inventory to requirements, and the ratio of assignments to requirements. The first ratio measures the rate of NEC utilization; the second measures the fraction of requirements that could be filled; and the third measures the fraction of requirements that are being filled. At the aggregate level, the paper discusses values of these variables and ratios in each year and changes in them over time. At the NEC level, it presents distributions of NECs across values of the variables and shifts in the distributions over time.

The generalization from hands-on test scores to performance in a military occupation specialty can be threatened by many potential sources of error within the measurement process. Such sources of error can include scoring inconsistencies by test administrators, testing over a long period, and diverse test content. This analysis estimates the influence of these factors on the hands-on scores for three Marine Corps specialties. Estimates of test reliability are discussed in light of the effect the measurement factors on the hands-on scores. Research designs to assess specific issues of reliability are proposed for the full-scale administration of hands-on tests to the Infantry occupational field.

This research memorandum is intended to serve as a guide to using data to analyze Navy civilian manpower. It describes the construction and analysis of data sets used to compare the supply and demand for civilian employees of the Navy in peacetime and in mobilization. It then provides data sets used to alter the primary data tapes employed and codebooks for the tapes and their revisions. It also provides definitions of terms used in the study.

Differences in earnings of males and females have been attributed to differences in personal characteristics, fields of specialization, and years of professional experience. This study focuses on scientists and engineers, seeking to determine the extent to which differences in measured characteristics explain differences in earnings. In addition to documenting gender differences in the earnings of new entrants and experienced personnel, the study investigates gender differences in the choice of college major and in the transition from school to work.

This study is an analysis of the United States Marine Corps Enlistment Bonus Program (EBP). The study's main objectives were to determine the effect of the EBP on enlistment supply and report measures of cost effectiveness, and determine the effect of the EBP on recruit quality, affirmative action, and early separation from the Marine Corps. Based on our analyses we believe the EBP should be continued. Also, we believe numerical quotas for the bonus program should be set high enough so that all funds allocated for bonuses are used.
