Research for National Military and Defense Policies

This paper presents an analysis of a series of eleven articles by Fleet Admiral of the Soviet Union S.G. Gorshkov. The position is taken that the articles reflect a Soviet political decision to withhold a substantial portion of their submarine launched ballistic missiles from the initial strikes in order to carry out 'deterrence' in war, conduct intra-war bargaining, and influence the peace talks at the end of the war.

This paper describes the publication of a serialized article 'Navies in War and Peace' and summarizes the arguments advanced there by Soviet Navy Admiral Gorshkov. An examination is made of the potential links between the publication of his statement and the domestic and international contexts in which it appeared. Some summary judgements on the meaning and import of 'Navies in War and Peace' are presented.
