This research memorandum describes the approach being used to develop an executable and cost-effective steady-state force. The issues that need to be incorporated into the derivation of a steady-state force model are addressed. The memorandum highlights, by way of examples, numerous ways in which personnel policies and billet structure may be inconsistent, thus making it impossible to execute all policies simultaneously and obtain the required force structure.

This study, 'Program Documentation and Reporting Requirements: Reducing the Burden on Program Managers,' began in 1987 at the request of the acting Assistant Secretary of the Navy for Research, Engineering and Systems (ASN-RE&S). He expressed concern that the proliferation of requirements for documentation and reporting interferes with program managers' ability to do their primary job, the efficient acquisition of quality weapon systems. During the early part of the study, two separate but related issues also became matters of concern: Defense Enterprise Programs (DEPs) and baselining. Those two topics are also addressed in this memorandum. This memorandum provides an overview of the study.

During the derivation of manpower requirements and personnel management policies, it is quite possible to specify a pay grade profile, longevity distribution, and promotion policy that are inconsistent and cannot be simultaneously satisfied. This research memorandum describes precise conditions under which particular specifications of pay grade structure, longevity, and promotion policy lead to an executable force structure. In particular, it is shown that a too stringent 'up or out' policy leads to an unexecutable force structure.

CNA was tasked to study sustaining engineering by the VCNO. This research memorandum explains the origin of the tasking and describes the analytic and procedural approach to the problem as originally conceived. Some of the early substantive findings are reported. When preliminary results were briefed to the VCNO, the original tasking was revised and expanded. The general contents of subsequent documents in this series are also outlined.

Recruits who joined the Navy during the first year of the all volunteer force were tracked through their first year of service. Background and selection test data were related to premature discharges from this cohort, and a table showing estimated chances of surviving the first year of service was produced. The table can be used for planning recruiting policy and screening applicants for enlistment.

In accordance with a Vice Chief of Naval Operations directive, studies were carried out to meet the needs of the Deputy Chief of Naval Operations (Manpower and Naval Reserve) in describing study programs needed to support manpower management functions, clarify the effects of factors related to the retention of officers and enlisted men, estimate the cost and effectiveness of proposed programs for alleviating critical shortages, predict retention rates, and develop screening criteria for selection and training of men who are likely to choose a Navy career. The findings are summarized in this paper in terms of their applicability to manpower management functions of planning, recruiting and selection, classification and training, utilization, and retention.
