Over the past two decades there have been numerous studies of military enlistment supply. This research memorandum analyzes several key econometric issues in the estimation of enlistment supply models. The analysis focuses on the role of goals, the problems of measurement error, and the simultaneity between the variables used in empirical analyses and unobserved factors. Several econometric methods are proposed as possible solutions.

The Reserve Components Common Personnel Data System (RCCPDS) is an important source of Reserve manpower data. Its transaction file provides data on gains, losses, and reenlistments for each military service's Selected Reserve (SELRES). The strengths and weaknesses of the RCCPDS transaction file as a source of data on Navy SELRES manpower are examined, with particular emphasis on enlisted personnel.

This research memorandum is intended to serve as a guide to using data to analyze Navy civilian manpower. It describes the construction and analysis of data sets used to compare the supply and demand for civilian employees of the Navy in peacetime and in mobilization. It then provides data sets used to alter the primary data tapes employed and codebooks for the tapes and their revisions. It also provides definitions of terms used in the study.

In this paper the feasibility of longer enlistment contracts for the Marine Corps was examined. In addition to reviewing the literature, the data concerning the effect of contract length on accessions and on attrition was examined. It was estimated that requiring an additional year of enlistment is equivalent to an 8-percent pay reduction. It was also found that attrition in the Marine Corps is not significantly affected by contract length. These findings show that the cost per useful service year for 5- and 6-year enlistments is generally lower than for 4-year enlistments.
