This research memorandum analyzes the pros and cons of reorganizing the staff of the Chief of Naval Operations (OPNAV) along functional lines versus platform lines. CNA analysts drew upon extensive organizational literature and conducted a series of interviews with past and present personnel within OPNAV as a basis for this analysis. Several levels of problem severity are discussed and corresponding levels of reorganization postulated.

The relations between Sustaining Engineering (SE) usage, methods of management, and system quality are determined in this research memorandum. Principal components analysis was used to combine multiple measures of effectiveness into a single measure of aircraft quality and multiple program characteristics into a single measure of high-level management. Levels of SE usage were used with these measures to determine the relations, if any.

In accordance with a Vice Chief of Naval Operations directive, studies were carried out to meet the needs of the Deputy Chief of Naval Operations (Manpower and Naval Reserve) in describing study programs needed to support manpower management functions, clarify the effects of factors related to the retention of officers and enlisted men, estimate the cost and effectiveness of proposed programs for alleviating critical shortages, predict retention rates, and develop screening criteria for selection and training of men who are likely to choose a Navy career. The findings are summarized in this paper in terms of their applicability to manpower management functions of planning, recruiting and selection, classification and training, utilization, and retention.
