This research memorandum examines the billet authorizations on the Enlisted Billet File to gain some insight into paygrade distributions and how these distributions relate to promotion opportunity. Of particular interest were the 'compressed' ratings that occur at the senior paygrades. Comparisons of promotion opportunities were made among ratings and between 'compressed' and 'noncompressed' rating groups.

This report describes the force structures and dispositions of major navies since World War II. Included are computer-generated 40-year order-of-battle tables for NATO and ANZUS countries, Japan, and the Soviet Union. Geographic charts are also provided that show fleet dispositions in five-year snapshots and during specified crises. Line graphs illustrate trends in both force structures and dispositions over time. These products draw on a 700,000-entry data base created by a joint Naval Intelligence-CNA research effort. The data base will be updated as of July 1 of every year with current information and whenever pertinent crises warrant inclusion.

During the derivation of manpower requirements and personnel management policies, it is quite possible to specify a pay grade profile, longevity distribution, and promotion policy that are inconsistent and cannot be simultaneously satisfied. This research memorandum describes precise conditions under which particular specifications of pay grade structure, longevity, and promotion policy lead to an executable force structure. In particular, it is shown that a too stringent 'up or out' policy leads to an unexecutable force structure.

CNA's Total Force Utilization Study was chartered to support development of a Total Force Master Plan for the Navy. This research memorandum provides essential historical background for such a plan by examining how the Total Force policy, particularly as it relates to active and reserve Naval forces, has evolved since its inception nearly two decades ago.
