This research memorandum compares the entrance standards for A-school and C-school training in the Hospital Corpsman rating, estimates the number of recruits who do not meet the higher C-school standards, and assesses the potential for shortages in C-school training. The factors that influence A- and C-school performance were analyzed to assess the effect of changes in the entrance standards on average training performance. Finally, policy options to increase the pool of eligible personnel for C-school training were evaluated. These options either raised A-school standards so that a higher proportion of graduates were from the upper aptitude categories or changed C-school standards to allow a higher proportion of graduates to attend.

This research memorandum reviews and extends research from recent studies on the relationship between enlisted crew turnover and surface ship readiness. The effect of turnover on readiness is compared to that of other resources. Recent trends in the turnover rate are analyzed and potential policies to reduce the impact on readiness are assessed.

This research memorandum examines the billet authorizations on the Enlisted Billet File to gain some insight into paygrade distributions and how these distributions relate to promotion opportunity. Of particular interest were the 'compressed' ratings that occur at the senior paygrades. Comparisons of promotion opportunities were made among ratings and between 'compressed' and 'noncompressed' rating groups.

Objective empirical data reflecting a Marine's ability to perform basic infantry tasks are rare. Data from the Marine Corps Job Performance Measurement Project are used to describe the performance levels of infantrymen. Performance strengths and weaknesses are identified, and measures reflecting how recently Marines have performed infantry tasks are noted. Results of the interaction of the performance outcomes and the recency of task performance have potential implications for training in infantry tasks.

This research memorandum analyzes the probability that surface combatants, specifically frigates and destroyers, begin deployment fully combat ready in training. Full combat readiness in training is defined as C1 status in the Status of Reference and Training System (SORTS). The analysis examines the relationships between deploying C1 in training and various measures of the ship's operating tempo before deployment, enlisted crew turnover, and the material condition of the ship in the months before deployment.

This research memorandum examines the extent and nature of attrition from initial skill (A-school) training in selected samples of technical and non-technical ratings. The influence of recruit-quality characteristics on both academic and nonacademic attrition rates is discussed. In addition, the analysis examines how attrition varies by type of A-school training and how it has changed over time.

This research memorandum presents information on Navy Enlisted Classification (NEC) inventories and assignments between 1979 and 1987, and on NEC requirements between 1984 and 1987. It also examines three ratios: the ratio of matched assignments to inventory, the ratio of inventory to requirements, and the ratio of assignments to requirements. The first ratio measures the rate of NEC utilization; the second measures the fraction of requirements that could be filled; and the third measures the fraction of requirements that are being filled. At the aggregate level, the paper discusses values of these variables and ratios in each year and changes in them over time. At the NEC level, it presents distributions of NECs across values of the variables and shifts in the distributions over time.

Navy A-school training provides the basic skills necessary for new recruits to become qualified in their ratings. Not all students successfully complete the A-school pipeline they start. This research memorandum examines the reasons for attrition and provides some preliminary evidence on the effectiveness of reclassifying those students.

This research memorandum examines one of the major constraints on skill utilization for Navy enlisted personnel: the requirements for sea/shore rotation. It presents a simple model of the relationship between the rotation policy for a skill community and the utilization rate for that skill. The model can be used to calculate the number of people needed to keep requirements filled while maintaining the prescribed rotation patterns. The model is applied both to ratings and to Navy Enlisted Classification codes (NECs).

This research memorandum describes measures of recruit success in the Navy using five performance indicators: desertion, demotion, first-term attrition, promotion, and retention. The CNA data base used here includes all non-prior-service accessions between FY 1978 and December 1986.
