This paper presents results from a study conducted by the Center for Naval Analyses that identifies and analyzes alternative ways the Marine Corps might consider to improve its ability to conduct Humanitarian Assistance Operations (HAOs). To achieve this objective we are: (1) examining requirements needed to conduct HAOs; (2) identifying potential changes in the Marine's conduct of HAOs to meet the requirements; and (3) assessing the cost of changes in terms of organization, training and education, doctrine, and equipment and supplies. This paper is one of a series that documents military requirements and alternatives for HAOs. It specifically addresses logistics and engineering-related requirements and alternatives.

The relations between Sustaining Engineering (SE) usage, methods of management, and system quality are determined in this research memorandum. Principal components analysis was used to combine multiple measures of effectiveness into a single measure of aircraft quality and multiple program characteristics into a single measure of high-level management. Levels of SE usage were used with these measures to determine the relations, if any.

Differences in earnings of males and females have been attributed to differences in personal characteristics, fields of specialization, and years of professional experience. This study focuses on scientists and engineers, seeking to determine the extent to which differences in measured characteristics explain differences in earnings. In addition to documenting gender differences in the earnings of new entrants and experienced personnel, the study investigates gender differences in the choice of college major and in the transition from school to work.
