As part of its ongoing assessment of regional education needs, REL Appalachia has released a new working paper, Contexts and Conditions of Public K-12 Education in Kentucky, Tennessee, Virginia, and West Virginia. Based on an expansive custom dataset, the paper describes student demographics, staffing and enrollment, education revenue/expenditures, and student achievement of districts in the REL Appalachia region disaggregated by locale (i.e., urban vs. rural; Appalachian vs. non-Appalachian) and district poverty levels.

This paper, and the dataset on which it is based, were created by REL Appalachia Affiliated Researcher Jerry Johnson of Ohio University and the Rural School and Community Trust.

The objective of this study was to characterize the variety of factors associated with motor-vehicle deaths among Marines. The study points to a number of risk factors (career events and characteristics of individual Marines) that are highly associated with deaths.

CRM D0003492.A1/Final The FY 2000 Evaluation of the TRICARE Program was performed jointly by the CNA Corporation and the Institute for Defense Analyses (IDA) for the Office of the Assistant Secretary of Defense (Health Affairs). The objectives of the evaluation were to assess (1) the effectiveness of the TRICARE program in improving beneficiaries' access to health care, (2) the impact of TRICARE on the quality of health care received by Military Health System (MHS) beneficiaries, and (3) the effect of TRICARE on health care costs to both the government and MHS beneficiaries. This documents represents the Center for Naval Analyses' contribution of the Evaluation of the TRICARE Program, FY 2000 Report to Congress. The full report also included IDA's evaluation of the costs to the government and beneficiaries. The TRICARE evaluation project is an ongoing effort that provides an annual report to the Congress as the program matures.

The Deputy of Chief of Naval Operations for Manpower and Personnel asked CNA to study various issues related to maintaining fleet readiness while expanding the role of women in the operating forces. First, we studied the pattern of losses of personnel from ships by gender and explored policies aimed at reducing them. Second, we updated a CNA planning model that links women's accession plans, bunk plans, and a variety of personnel policy parameters. Recommendations include maintaining a presence of female Chief Petty Officers of a least 5 percent of the female crew in order to reduce the level of unplanned losses of junior women, and increasing A-School proportion of female accessions in order to improve retention of female personnel.

We examine the Repatriated Prisoners of War Data Bank (RPWDB), which primarily includes information for 1978 through 1997 for repatriated prisoners of war (RPOWs). Our strategy is to explore the files and categorize them with respect to type of data, number of unique RPOWs in the files by year, data variable available for use, and summary details for number variables. We find that, of the 38 files on the RPWDB, 21 have data for Vietnam-era RPOWs. Of these, we find 13 files that are useful for research purposes and 8 that are either administrative tracking files or an extract of another file. Appendix A details the number of occurrences of each RPOW by file, while appendix B shows the same information for the control group. Appendices C through J contains the details of the relevant information for each of the 13 files holding data relevant to research use.

Since the inception of the All-Volunteer Force in 1973, the military personnel system has shown a remarkable ability to deal with a diverse range of challenges. The purpose of this paper is to examine the challenges ahead and propose how the military personnel system will have to adapt to continue to prosper. We start our discussion with a review of four potential problem areas in the future: demographic, economic, and social change; new military concepts and missions; the revolution in business affairs; and technology. Within these broad areas, we focus on specific issues and the challenges they could present for the current military personnel system. The paper also identifies four areas that need major reforms to meet these challenges: recruiting, career management, compensation, and training.

This paper summarizes FY 97 efforts to increase the recruitment of community college graduates, specifically targeting the recruitment of graduates with allied health care specialties. It compares the efforts and results for the last two years and offers recommendations for FY 98. Despite many new efforts initiated in FY 97 aimed at the community college market, only 17 more recruits had Associate degrees in FY 97 than in FY 96. Since the shift from recruiting from high school to the community college market is a major change, it will take some time to make significant progress. It appears more resources are needed for the general recruiting effort and possibly a further increase is necessary to expand community college recruiting.

The Commander, Seventh Fleet, asked CNA to assess the security environment of the Asia-Pacific Region (APR) to the year 2010. In addition to an examination of the major countries of the region, of security trends in Asia (e.g., demographics and weapon development), and of future economic trends in the APR, this assessment warranted an evaluation of Chinese naval capabilities over the period of interest. This research memorandum presents the results of that evaluation. Much of the debate over China's future naval capabilities focuses on whether China will soon have a 'bluewater' navy. In this analysis, we argue that one of China's strategic objectives is to develop a regional navy. We define 'regional' or 'greenwater' navy as a navy capable of effectively achieving China's current regional aspirations (e.g., blockade of Taiwan, seizure of one or more islands in the Spratlys, sustainment of a naval force in the South China Sea, and the ability to inflict damage upon an intervening foreign navy).
