The DON is seeking to maximize the availability of child-care spaces within the available funding by adjusting the subsidies paid for different types of childcare. Military childcare is provided either in Child Development Centers (CDCs) or through the Family Child Care (FCC) program in private homes or bases. PDASN(M&RA) asked CNA to take a quick look at the subsidy program. The purpose of the study is to establish a baseline for FCC use and cost in the DON, with particular attention to initiatives to subsidize FCC. Recommendations include improving routine data collection and reporting, instituting regular parent and provider surveys, giving subsidies only to 0-3 year olds, and setting subsidies in line with local markets. In addition, we considered what an evaluation plan to monitor the effectiveness of FCC subsidies should include. Part of the report includes a suggestion for a follow-on study that would implement the evaluation plan. DTIC AD-B242825

CNA prepared this briefing for the Department of the Navy's Rightsourcing Process Action Team, under the auspices of the Total Ownership Cost Goal Management Board of the Assistant Secretary of the Navy (Research, Development, and Acquisition) (ASN(RD&A)). In this briefing, we review the background of the study and our approach, identify those companies and activities that participated in our study, summarize the factors that we found affect rightsourcing decisions, and describe our key findings.

During our studies of naval readiness issues, we have identified some persistent questions about monitoring readiness. In this paper, we try to answer three of those questions: What should be the goal or baseline for readiness in the Navy? Is current readiness moving toward traditional hollowness, away from hollowness, or in a different direction altogether? How can we compress many indicators of readiness into one or a few indicators? The approaches we used data on readiness and personnel quality for active surface combatants and then replicate the analysis for fighter and attack aircraft squadrons.

All large-scale data collection efforts must contend with the issue of data quality. This research memorandum examines the quality of data collected for the automotive maintenance portion of the Marine Corps Job Performance Measurement project, and describes measures taken to minimize the effect of questionable or missing cases. Particular attention is focused on data inconsistencies and problems associated with operational fielding of the Computer Adaptive Test-Armed Services Vocational Aptitude Battery and the Enhanced Computer Administered Test.

The Armed Services Vocational Aptitude Battery (ASVAB) is administered in high schools and post-secondary schools as part of DoD's Student Testing Program. Norms for 11th and higher grades are based on a national sample tested in 1980 as part of the Profile of American Youth Study. Tenth grade norms use a nonrandom sample collected in 1984 by the Military Entrance Processing Command. With the introduction of Forms 18 and 19, scores will be reported on three composites and ten subtests. The objective of this research memorandum is to present norms for these scores.

The Medical Expense and Performance Reporting System (MEPRS) contains detailed cost and workload data for Navy Medical Treatment Facilities (MTFs). This memorandum describes some of the limitations of MEPRS data for calculating cost per admission by medical specialty. Some of these limitations stem from the organization of MEPRS data by functional work centers; others reflect problems in the collection of MEPRS data.

Many uncertainties associated with exercise reconstruction may be modeled as random processes; however, many other uncertainties in exercise reconstruction are not due to random processes but are due to imprecise or ambiguous information. Fuzzy sets and possibility theory have been developed over the last 20 years for the analysis of nonrandom, imprecise events. This research memorandum explores the possible use of fuzzy-set techniques in exercise reconstruction. Fuzzy sets are defined and examples are given.

This research memorandum quantifies historical seasonal patterns in recruiting statistics and shows them to have evolved over time. Decline in seasonal variation dates from 1978 to 1980 for various measures of recruiting flows. Deseasonalized versions of these recruiting statistics are produced for use in econometric time-series models. The results provide a benchmark for gauging the seasonal component of Navy recruiting goals and achievements.

The Armed Services Vocational Aptitude Battery (ASVAB) is administered in high schools and postsecondary schools as part of the Defense Department's Student Testing Program. Unit 1986, high school norms based on a national sample, were available for grades 11 and 12 only. These were computed from data collected in 1980 as a part of the Profile of American Youth (PAY) study. Additional data from a nonrandom sample were collected in 1984 by the Military Entrance Processing Command (MEPCOM). The objective of the present study was to develop norms for 10th grade. Tenth grade norms were developed by transforming MEPCOM cumulative percentages into national percentile scores. Transformation curves were obtained by combining information from MEPCOM and PAY samples in grades 11 and 12. The average transformation was then used in 10th grade to convert MEPCOM cumulative percentages into national percentile scores.
