This paper investigates workers in an old and declining industry--steel--and in several new and growing high-technology industries. It analyzes the relationship between employment and technology in steel by focusing on plants that adopted new technology and compares their employment experience with non-innovating plants. The adjustment of workers forced out of either steel or hi-tech industries is studied by focusing on where they went and how their earnings changed.

U.S. defense officials have often said that the Soviet Union expects Western Antisubmarine Warfare (ASW) forces to attack its Ballistic Missile Submarines (SSBNs) and thus is prepared to defend them in war. These Soviet expectations may have been encouraged by U.S. declaratory policy on the subject--that is, the totality of official and other authoritative statements on strategic doctrine and policy, ASW technology and programs from which Soviet observers reach conclusions about U.S. intentions. This paper reviews U.S. declaratory policy between 1970 and 1985 to determine specifically what that policy has been and then to infer what it has probably meant to the Soviets. It concludes that throughout this period official U.S. declaratory policy has implied an intent to engage in strategic ASW and that the Soviets have had strong reasons to believe that their SSBNs have been and will continue to be targets of U.S. ASW forces.

Data have recently become available that can be used to shed light on the determinants of rare but catastrophic diseases such as leukemia. These data are accounting-type records from the unemployment insurance systems in particular states. Because these data cover most workers (whether unemployed or not), they provide the huge samples needed to analyze these diseases. Their combination with health data and their role relative to other data sets are described in this paper.

Three kinds of Base Operating Support (BOS) activities that are also performed by the private sector are examined: maintenance of family housing, clerical support, and operation of airfields. The military and civilian funding levels are compared to gauge whether the military services are performing these activities efficiently.

A link between youths' attitudes toward military service and their subsequent enlistment behavior was tested. It was used to project DOD enlistments through the year 2000 under conservative assumptions. Enough qualified volunteers should be available to meet the DOD accession requirements programmed for the future.
