The Department of Defense Appropriations Act of 1992 directed the Secretary of the Navy to study 'the costs of improving the Port of Haifa, Israel, and facilities in the immediate vicinity, to accommodate the full complement of services required for the maintenance, repair, and associated tasks needed to support a carrier battle group.' The Secretary of the Navy asked the Center for Naval Analyses to conduct the study. He asked that we address the needs of rotationally deployed naval forces in the U.S. Sixth Fleet. We did not address homeporting in Haifa. We assumed that the Navy would continue to maintain self-sufficiency of its deployed forces. The study addresses: (1) the needs of the Sixth Fleet, including carrier battle groups when they operate or visit ports in the eastern Mediterranean; (2) Haifa's capabilities to meet the Fleet's support demands; and (3) upgrades to services that would improve overall support to the Fleet. This report summarizes our findings and conclusions. We provide the data and analysis that support these conclusions in three separate documents, each corresponding to a different category of support -- harbor services, ship maintenance, and logistics support. Despite current political and socio-economic uncertainties, the Russian leaders continue to develop new concepts regarding the role and capabilities of the future Russian Navy. This study examines three likely parameters of future Russian naval development: current implementation of the 'reasonable sufficiency' concept, the Russian image of future war, and Russia's new military doctrine. On both the nuclear and conventional levels, the application of 'reasonable sufficiency' to future naval development continues to generate a significant degree of civil-military divergence. On the other hand, a strong civil-military consensus underlies Russian views on the role of naval forces in future war. Like their Soviet predecessors, Russian military and civilian experts view Operation Desert Storm as the paradigm of future war in strategy, operational art, and tactics. Finally, Russia's new military doctrine and surrounding discussions provide evidence regarding Russia's 'vital' national interests, threats to these interests, and the role of the Russian Navy in Russian national security policy.

This study did not address homeporting in Haifa. We assumed that the Navy would continue to maintain its self-sufficiency. The results of the study as a whole are being published in three parts plus a summary. The parts are harbor services, ship maintenance, and logistics support. This paper summarizes the research on maintenance. CNA was supported in its maintenance research by the NAVSEA Shipbuilding Support Office in Philadelphia, and much of the material in this paper was drawn from their report. Providing support to visiting ships can be thought of in two dimensions: (1) the level of services each ship will demand; and (2) the number of ships that will simultaneously make such demands. Even more complicating is the fact that different types of ships request different levels and types of service. To cover the range of needs the port of Haifa may encounter in the future, we examined different levels of demand and support. Our analysis examines requirements generated by five notional task groups, comprising various numbers and types of ships. For each task group, we also analyze different degrees of support and provide assessments of the marginal benefits of a range of investment levels. This research memorandum is one in a series of papers stemming from CNA's Future Russian Navy project, which was requested by the Director of Naval Intelligence. In this paper, we examine the evolving maritime interests of the former Soviet Union and those of Russia, its principal heir. Until the 1960s, the Soviet Union acted as a coastal state, protecting its own territorial waters. It then built up its forces and emerged as a significant global maritime power in the late 1960s. Now Russia is returning to a coastal focus. We look at the reasons for this latest shift in focus -- namely, problems in Russia's oil and fishing industries -- and the way in which the Russian Navy's missions will likely change to reflect the nation's new economic imperatives.

The Marine Corps Job Performance Measurement (JPM) project was a long term research effort to develop objective measures of job performance and to relate these measures to the aptitude test used for military selection. The second phase of the project focused on mechanical maintenance specialties: automotive and helicopter mechanics. This research memorandum documents the ability of scores from the Armed Services Vocational Aptitude Battery (ASVAB) to predict several measures of mechanical maintenance performance: hands-on performance tests, job knowledge tests, initial skill training course grades, and supervisor ratings. We examined tradeoffs between aptitude and job experience in predicting job performance. We also derived aptitude standards for these mechanical maintenance specialties based on the hands-on performance criterion. The Marine Corps JPM project succeeded in developing reliable, objective, and representative measures of mechanical maintenance job performance. The results from the project provide the Marine Corps with convincing empirical evidence that demonstrates the strong link between performance on the ASVAB and future performance in selected mechanical maintenance jobs.

In times of budgetary constraint, the Marine Corps must assess its need for high aptitude enlisted recruits. Ideally, hands-on performance tests would provide the benchmark measure of job performance against which the Marine Corps could assess its enlistment aptitude standards and the proficiency of its personnel. However, hands-on performance tests are too expensive to use for ongoing monitoring of aptitude standards and evaluation of training needs. Surrogate measures, such as job knowledge test, might provide performance benchmarks at a fraction of the cost of hands-on tests. This paper assesses the usefulness of several surrogate job performance measures for evaluating enlistment aptitude standard and determining USMC training needs.

In response to a request from the DCNO for Plans, Policy, and Operations, CNA (with the Hudson Institute and the Naval War College) conducted a study of the conditions under which multinational naval cooperation at sea could support U.S. interests in the decade ahead. The study considered the prospects and problems associated with coalition operations and combined exercises in the major areas of operation of the fleet commanders in chief. This memorandum summarizes the study approach and presents key findings. A series of supporting documents issued by CNA contains specialized regional and functional analyses.
