In any ongoing testing program, new forms of a test are developed and equated to an earlier form. Linear equating is often used when the new form is nearly parallel to the old one, but it can lead to substantial systematic errors. This research contribution proposes and evaluates a new method for test equating. The method combines the stability of linear equating and small bias of equipercentile equating. See also 02 057100.00

The probability of survival can be estimated using a parametric survival model in which a single regression equation is used to summarize the data. For some data, the hazard rate at particular intervals of time differs markedly from the rest of the hazard function. This sharp rise in the hazard rate violates the requirements of the common parametric survival models, and indicates that some alternative modeling approach should be considered. This research contribution outlines a methodology for estimating parametric survival models given non-smooth survival data. As an example of this methodology the procedure is used to estimate the survival pattern of Marine Corps Selected Reservists.

Soviet military writings are a valuable source of insight into true Soviet beliefs regarding military capabilities and intentions--their own and those of their adversaries. This research contribution lists all the articles published in the Soviet journal, Morskoy sbornik (Naval Digest) from 1980 to 1985. Volume I lists the articles in chronological order, and alphabetical order by author. See Also CRC 568.

The Armed Services Vocational Aptitude Battery (ASVAB) is administered in high schools and postsecondary schools as part of the Defense Department's Student Testing Program. Unit 1986, high school norms based on a national sample, were available for grades 11 and 12 only. These were computed from data collected in 1980 as a part of the Profile of American Youth (PAY) study. Additional data from a nonrandom sample were collected in 1984 by the Military Entrance Processing Command (MEPCOM). The objective of the present study was to develop norms for 10th grade. Tenth grade norms were developed by transforming MEPCOM cumulative percentages into national percentile scores. Transformation curves were obtained by combining information from MEPCOM and PAY samples in grades 11 and 12. The average transformation was then used in 10th grade to convert MEPCOM cumulative percentages into national percentile scores.

Tanker tonnage and the numbers of tankers available to support U.S. forces in wartime are projected for 1990, 1995, 2000, and 2010. The key finding of the analysis is that the supply of tankers will fall far short of estimated Department of Defense (DOD) requirements. This rapid shrinkage of tankers is deemed likely because domestic crude oil production is projected to decline substantially, and because additional pipeline construction is underway. If DOD continues to rely on the Ready Reserve Force to fill the shortfall in numbers of available tankers, by the mid-1990s the fleet of reserve tankers would have to be expanded to about triple the size DOD currently anticipates. Accordingly, the study recommends that the Navy consider the alternative policy of outsourcing for delivering fuel to armed forces during wartime. rtime.

The goal of this study was to develop a procedure for determining the magnitude of the performance differences between different categories of enlisted personnel. The professional judgement of Marine Corps officers is used as the basis for building a scale that translates the current performance evaluation system into a measure of an individual's relative value to the service.
