Since November 1996, CNA has participated on a Technology Task Force established by the Commander, Navy Recruiting Command, to address several issues concerning the use of technology and Navy recruiting. This annotated briefing summarizes our ongoing efforts in three areas: Internet recruiting, Intranet showcase, and interactive multimedia. The unifying theme to these topics is the need for Navy recruiting to keep up with the rapid changes occurring in marketing and the exchange of information. High-tech methods of marketing and processing applicants should be pursued in order r to keep pace with the tremendous changes in the marketplace.

This CAB is a synopsis of the project and focuses on the implications of our research rather than the methodological details of how we reached our conclusions.

Since May 1994, a research study team at the Center for Naval Analyses (CNA) has been providing the U.S. Naval Doctrine Command (NDC) with analysis on Multinational Maritime Operations (MMOPS) and Operations Other Than War (OOTW). One of the several MMOPS efforts, conducted from February to June 1995, analytically supported an NDC effort designed to provide documents for eventual release universally to maritime forces of any nation that can be expected to work with the U.S. Navy in the future. This briefing is divided into two sections. The first covers NDC's publication development program. It provides background for the second section on CNA's analytical support.

As part of the CNa project on the Marine Corps and Humanitarian Assistance Operations, sponsored by the Marine Corps Combat Development Center (MCCDC), this research memorandum examines USMC involvement in seven Humanitarian Assistance/Peace Operation (HA/POs). This project seeks to help MCCDC identify requirements (whether in doctrine, organization, training, or equipment) to improve the Marine Corps' ability to effectively perform HA/PO tasks. The project team is identifying the range of HA/PO requirements through a variety of methods, including seminar gaming, evaluation of existing doctrine and policies, and evaluation of the historical record.

At the request of Commander, U.S. Naval Forces, Central Command (COMUSNAVCENT), the Center for Naval Analyses conducted a reconstruction of selected events involving Naval forces during operations Desert Shield and Desert Storm. This volume of the Desert Storm Reconstruction Report documents observations derived from the reconstruction of selected portions of the Navy's Command, Control, and Communications and Space and Electronic Warfare (C3/SEW) efforts. Within the time limits imposed, the C3/SEW team focused on the following areas of concern: command structure, control and decision-making; communications connectivity and capacities; airborne electronic warfare; surface electronic warfare; operational deception; reconnaissance; space systems support; and contribution of the TRAP broadcast.

The work systematically relates manpower requirements at each naval communications station to the communications services it provides.
